These impacts are disproportionately burdening the poor and vulnerable sections of society, making climate change both an economic and social justice issue.

Food and beverages account for nearly 45.86% of the Consumer Price Index (CPI); therefore, any disruption in agricultural production immediately translates into higher retail prices.

Extreme heat waves, erratic rainfall, delayed monsoons, and prolonged dry spells have adversely affected agricultural productivity. Even when rainfall eventually arrives, excessive temperatures reduce crop yields, while delayed monsoons disturb sowing schedules. For example, the 2023 rainfall deficit of about 6% reduced the cultivated area under pulses and oilseeds, leading to a 6–15% increase in retail prices.

Repeated climatic shocks also create supply bottlenecks, encourage hoarding and speculative trading, and disrupt agricultural supply chains. Consequently, inflation remains persistently high. Economists caution that the combined effect of heat waves and weak monsoons could push India's overall inflation rate beyond 5%, thereby eroding purchasing power.

Energy Strain and Rising Electricity Bills

Increasing temperatures have sharply raised India's demand for electricity due to greater dependence on air conditioners, coolers, and fans. During the severe heatwave of May 2026, India's electricity demand reached an unprecedented 270.8 GW, the highest ever recorded.

To satisfy peak demand, power utilities are often compelled to purchase expensive imported coal and fuel, increasing generation costs. These higher costs are eventually transferred to consumers through increased electricity tariffs and fuel surcharges.

Growing Water Scarcity

Climate change has intensified water shortages across both rural and urban India. Erratic rainfall and declining groundwater levels have caused wells and traditional water sources to dry up, compelling rural households to spend more time and money collecting water.

In cities, inadequate municipal water supply has resulted in the rapid expansion of the private tanker economy, where households purchase water at significantly higher prices. This unregulated market places an additional financial burden on urban residents.

The poorest sections—including slum dwellers, Dalits, Adivasis, and informal workers—are the worst affected because they lack reliable public water infrastructure, thereby widening existing socio-economic inequalities.

Rising Healthcare Expenditure

Climate change has increased the prevalence of heat-related illnesses, respiratory diseases, vector-borne diseases, and air pollution-related health problems. Consequently, households are spending more on medical treatment.

Since a large proportion of healthcare expenditure in India is Out-of-Pocket Expenditure (OOPE), climate-induced illnesses place substantial financial pressure on families. Informal workers suffer a double loss because illness not only increases medical expenses but also results in loss of daily wages, pushing many households into debt.

Unequal Economic Burden of Climate Change

Climate change affects all citizens, but its economic burden is highly unequal. According to the World Bank, changing monsoon patterns and rising temperatures could reduce India's GDP by nearly 2.8% by 2050, significantly lowering the living standards of almost half the country's population.

States such as Chhattisgarh, Madhya Pradesh, Rajasthan, Uttar Pradesh, and Maharashtra are expected to witness the greatest decline in living standards because they already experience agrarian distress and high farmer indebtedness.

Wealthier households possess greater capacity to invest in climate-resilient technologies such as efficient irrigation systems, air conditioning, and water storage facilities. In contrast, poorer communities lack these adaptive resources. Consequently, climate change behaves like a regressive tax, disproportionately burdening those who have contributed the least to global greenhouse gas emissions.

Limitations in Addressing Climate-Induced Cost of Living

Legislative and Policy Gaps

India's current legal framework remains inadequately prepared to address climate-induced economic stress.

Under the Disaster Management Act, 2005, heat waves and cold waves are not classified as notified national disasters, preventing affected populations from receiving compensation through the National Disaster Response Fund (NDRF).

Similarly, the Essential Commodities Act, 1955 primarily addresses temporary price spikes through export restrictions and stock limits but does not tackle the underlying climate-related disruptions in agricultural production.

Although the India Cooling Action Plan (ICAP) promotes passive cooling techniques, the Energy Conservation Act, 2001 does not legally require builders to incorporate climate-friendly building designs such as cool roofs and cross-ventilation. Consequently, many low-income urban households continue living in heat-trapping concrete structures.

Limitations of Government Schemes

Several flagship welfare schemes provide only partial protection against climate risks.

The Pradhan Mantri Fasal Bima Yojana (PMFBY) relies heavily on village-level crop assessments, often overlooking localized climate damage and resulting in inadequate compensation.

Similarly, the PM-KISAN income support of ₹6,000 annually is neither indexed to inflation nor adjusted for climate-related losses, reducing its effectiveness during severe weather events.

Many workers employed under rural employment schemes also lack statutory heat allowances, forcing them to choose between earning wages and protecting their health during extreme heat.

Institutional and Regulatory Challenges

Urban water markets remain largely unregulated, allowing private suppliers to charge exorbitant prices during periods of scarcity.

Similarly, Ayushman Bharat (PM-JAY) mainly covers hospitalization expenses, whereas most climate-induced illnesses require repeated outpatient consultations and medicines, which continue to impose heavy financial burdens on families.

Although more than 250 cities and districts have developed Heat Action Plans (HAPs), these plans often lack dedicated financial resources and legal backing, limiting their effectiveness in protecting vulnerable populations.

State-Level Best Practices

Several states have introduced innovative climate adaptation measures.

Tamil Nadu has classified heat waves as a state-specific disaster, enabling financial assistance through the State Disaster Response Fund (SDRF). The state has also implemented Green School initiatives, reducing classroom temperatures through cool roof technologies.

Telangana has introduced a comprehensive Cool Roof Policy (2023–2028) alongside large-scale afforestation under Haritha Haram and water conservation through Mission Kakatiya.

Rajasthan has expanded district-level Heat Action Plans and developed net-zero cooling stations capable of reducing local temperatures by 8–12°C using passive cooling techniques.

Kerala has pioneered decentralized village-level heat planning by integrating climate adaptation into its State Action Plan on Climate Change (2023–2030).

Meanwhile, Delhi and Uttar Pradesh have strengthened heat warning systems while promoting urban forests, sponge parks, and green infrastructure to combat urban heat islands.

Way Forward

India requires a comprehensive Climate Resilience and Adaptation Act that establishes a statutory National Climate Adaptation Authority (NCAA) responsible for coordinating climate adaptation across ministries and states.

The Right to Life under Article 21 should explicitly encompass the Right to Thermal Comfort and Climate Safety, ensuring legally enforceable standards for climate-resilient housing and urban planning.

The government should institutionalize Green Budgeting, requiring every ministry to assess climate risks while allocating financial resources toward resilience-building instead of merely responding after disasters.

The Reserve Bank of India (RBI) should integrate climate-induced supply shocks into its inflation forecasting framework, recognizing that food inflation is increasingly driven by climate variability.

Urban local bodies should adopt legally enforceable Municipal Heat Plans, including mandatory expansion of urban forests, cool roofs, green buildings, rainwater harvesting, and climate-resilient infrastructure.

At the agricultural level, India should accelerate the adoption of drought-resistant crop varieties, micro-irrigation systems, watershed development, groundwater recharge, climate-smart farming, and community-led water conservation to reduce dependence on uncertain monsoon rainfall.

Conclusion

Climate change has evolved from being merely an environmental concern into a major economic and developmental challenge for India. Rising food prices, increasing electricity costs, water scarcity, and escalating healthcare expenses are collectively raising the cost of living, particularly for economically vulnerable households.

The Election Commission should continue strengthening digital electoral databases, field verification systems, and public awareness initiatives while ensuring transparency and accountability throughout the revision process.

About the Indian Monsoon

The Indian Monsoon refers to the seasonal reversal of winds, primarily caused by the differential heating and cooling of land and sea. During summer, the Indian landmass heats up faster than the surrounding oceans, creating a low-pressure area that draws moisture-laden winds from the Indian Ocean, resulting in widespread rainfall. During winter, the process reverses, and winds blow from land to sea.

The monsoon is the backbone of India's agriculture, water resources, food security, and overall economy, as nearly half of the country's cultivated land still depends directly on rainfall.

Types of Monsoon

Southwest Monsoon

The Southwest Monsoon, occurring from June to September, contributes nearly 75% of India's annual rainfall. It is the principal rainy season and supports Kharif agriculture, replenishes rivers, reservoirs, and groundwater, and sustains hydropower generation.

Mekedatu Dam Project

The Tamil Nadu Assembly has unanimously adopted a resolution opposing Karnataka's Mekedatu Dam Project across the Cauvery River, arguing that the project could affect downstream water availability. Karnataka, however, has expressed its willingness to hold discussions and maintains that the project will not reduce Tamil Nadu's allocated share of Cauvery waters.

About the Mekedatu Dam Project

The Mekedatu Dam Project is a proposed balancing reservoir on the Cauvery River in Ramanagara district of Karnataka, located near the Mekedatu gorge. A balancing reservoir is designed to store excess water during the monsoon and regulate river flows during lean seasons, thereby improving water management without significantly altering the river's overall allocation.

The project is intended to strengthen Karnataka's water infrastructure while ensuring regulated downstream releases to neighboring states.

Objectives of the Project

The primary objective of the project is to provide drinking water to Bengaluru and its surrounding regions, which are witnessing increasing water demand due to rapid urbanization and population growth.

Another important objective is to regulate the release of Cauvery waters to Tamil Nadu at Biligundlu, the interstate measuring point, thereby ensuring more systematic water management.

The project also aims to generate about 400 MW of hydroelectric power, contributing to Karnataka's renewable energy capacity.

Concerns Raised by Tamil Nadu

Tamil Nadu has strongly opposed the project, arguing that no new dam or storage structure should be constructed in the Cauvery Basin without the consent of all basin statesTamil Nadu, Kerala, and Puducherry—as well as approval from the Union Government and other competent authorities.

The state fears that the reservoir may enable Karnataka to store additional water upstream, potentially affecting the timely release of water to downstream regions during periods of low rainfall, thereby impacting agriculture and drinking water needs in Tamil Nadu.

Supreme Court's Position

In November 2025, the Supreme Court declined to entertain Tamil Nadu's challenge at that stage. The Court observed that the proposal was still at the Detailed Project Report (DPR) stage and should first be examined by expert technical institutions such as the Cauvery Water Management Authority (CWMA) and the Central Water Commission (CWC) before any judicial intervention.

It flows for approximately 800 km in a south-easterly direction through Karnataka and Tamil Nadu before finally emptying into the Bay of Bengal near Poompuhar, forming a fertile delta region.

Major Tributaries

The left-bank tributaries of the Cauvery include Harangi, Hemavati, Shimsha, and Arkavati.

The right-bank tributaries include Lakshmana Tirtha, Kabini, Suvarnavathi, Bhavani, Noyyal, and Amaravati.

Major Dams

The river supports several important irrigation and hydropower projects. The two most significant dams are:

  • Krishna Raja Sagara (KRS) Dam – Karnataka

  • Mettur Dam (Stanley Reservoir) – Tamil Nadu

The National Awards for e-Governance (NAeG) are India's highest recognition in the field of digital governance, presented annually to encourage innovation, efficiency, transparency, and citizen-centric governance through the effective use of information and communication technology (ICT). The awards aim to promote the adoption of best e-Governance practices and inspire governments at all levels to deliver public services in a more efficient, accessible, and accountable manner.

The awards are administered by the Ministry of Personnel, Public Grievances and Pensions, which acts as the nodal ministry for promoting administrative reforms and digital governance across the country.

National Awards for e-Governance (NAeG) 2026

The NAeG 2026 comprises 16 awards, of which 10 are Gold Awards and 6 are Silver Awards.

The Gold Award carries a Trophy, Certificate, and an incentive of ₹10 lakh, while the Silver Award includes a Trophy, Certificate, and ₹5 lakh.

The incentive amount is intended to support the implementation of new public welfare initiatives, strengthen existing digital governance projects, and bridge resource gaps in service delivery.

The awards are presented to Central Ministries, State Governments, Union Territories, District Administrations, Government Organizations, and Gram Panchayats for their outstanding contributions toward digital transformation.

Categories of National Awards for e-Governance 2026

To recognize innovation across different dimensions of governance, the awards are presented under seven categories.

1. Government Process Re-engineering through Technology

This category recognizes initiatives that have redesigned administrative processes using digital technology, resulting in greater efficiency, transparency, accountability, and faster service delivery.

2. Innovation through Artificial Intelligence and New-Age Technologies

This category honours projects that utilize Artificial Intelligence (AI), Machine Learning (ML), Blockchain, Internet of Things (IoT), Robotics, Big Data Analytics, Cloud Computing, and other emerging technologies to provide citizen-centric public services.

3. Best e-Governance Practices in Cyber Security

With increasing digitization, protecting government systems has become critical. This category rewards initiatives that have significantly strengthened cybersecurity, data protection, digital resilience, and secure governance infrastructure.

4. District-Level e-Governance Initiatives

This category recognizes innovative digital governance models implemented by district administrations that have improved public service delivery, transparency, grievance redressal, and administrative efficiency.

5. Grassroots Digital Governance by Gram Panchayats

This category celebrates Gram Panchayats and equivalent traditional local bodies that have effectively used digital platforms and technology to improve governance, enhance citizen participation, and strengthen rural service delivery.

6. Replication and Scaling of Award-Winning Projects

Many successful digital initiatives remain confined to one region. This category encourages States, Union Territories, and Districts to replicate and scale nationally recognized e-Governance projects, thereby ensuring wider public benefit and uniform governance standards.

7. Digital Transformation through Data Analytics

This category rewards Central Ministries, States, and Union Territories that effectively use data analytics and digital platforms for evidence-based policymaking, improved governance, better resource allocation, and enhanced public service delivery.

About Screw Pine

The Screw Pine, commonly known as Kewra or Kewda (Pandanus odorifer), is a small branched tree or shrub belonging to the Pandanaceae family. Despite its name, it is not a true pine. Instead, it is a monocotyledonous plant, making it more closely related to grasses and palms than to coniferous trees.

The plant naturally thrives in tropical coastal ecosystems and is well adapted to saline conditions, making it an important species along India's coastline.

Physical Characteristics

The Screw Pine is a small, slender, branching tree with a flexible trunk that is supported by distinctive brace (prop) roots, which provide stability in loose coastal soils. It bears dense rosettes of long, narrow, stiff, leathery leaves that are bluish-green, pointed, and lined with sharp spines along their margins.

One of its most valuable features is its highly fragrant male flowers, from which the famous kewra essence and essential oil are extracted. These flowers are widely prized for their pleasant aroma and commercial value.

Distribution

The Screw Pine is naturally distributed across southern India, Myanmar (Burma), and the Andaman Islands. In India, it grows abundantly along the coastal belt of Odisha, particularly in Ganjam district, stretching between the Rushikulya River in the north and the Bahuda River in the south. This coastal region is considered one of the country's most important centres of kewra cultivation.

Climatic Requirements

The plant flourishes in warm, humid tropical climates with abundant sunshine. It requires bright, direct sunlight for healthy growth and performs best in loamy soils rich in organic matter that retain adequate moisture while ensuring good drainage.

The ideal annual rainfall for Screw Pine ranges between 1,500 and 2,000 millimetres, making the humid coastal regions highly suitable for its cultivation.

Applications and Economic Importance

The Screw Pine has immense economic, medicinal, and cultural significance. Its fragrant male flowers are distilled to produce kewra oil and kewra water, which are extensively used in the food industry for flavouring sweets, desserts, beverages, and traditional dishes such as biryani.

The aromatic extracts are also widely used in the perfume, cosmetic, and aromatherapy industries because of their unique fragrance. In Ayurvedic medicine, various parts of the plant are valued for their therapeutic properties.

The long, strong leaves are traditionally woven into mats, baskets, bags, handicrafts, and household items, providing an important source of livelihood for rural communities, particularly in coastal Odisha.

Ecological Significance

The Screw Pine plays a crucial ecological role as a keystone species in coastal ecosystems. Its extensive prop root system stabilises sandy soils, reduces coastal erosion, and protects shorelines against strong winds and tidal action.

Additionally, the dense vegetation provides habitat and shelter for numerous birds, insects, and small animals, thereby supporting coastal biodiversity and strengthening ecosystem resilience.

Significance

The growing adoption of kewra cultivation demonstrates how farmers can successfully adapt to human-wildlife conflict while diversifying their income. Besides offering higher commercial returns, Screw Pine contributes to coastal ecosystem conservation, sustainable livelihoods, and the traditional perfume and handicraft industries, making it an economically valuable and environmentally significant plant species.
