Its integration with the Public Financial Management System (PFMS) enables real-time financial tracking and has processed transactions exceeding ₹3.16 lakh crore, reducing opportunities for fund diversion and corruption.
AI-Powered Transparency through SabhaSaar
Using the BHASHINI Platform, SabhaSaar automatically transcribes and summarizes Gram Sabha meetings in 13 regional languages, helping curb proxy attendance and manipulation of official records.

Gram Manchitra and GPSDP
The adoption of Geographic Information Systems (GIS) through Gram Manchitra and Gram Panchayat Spatial Development Plans (GPSDP) marks a shift towards evidence-based spatial planning.
The enhanced GPSDP framework aligns local infrastructure planning with the national One Nation One Map initiative.
Persistent Challenges in Realising Viksit Bharat
The Problem of Funds
Despite increased financial allocations, Panchayats remain heavily dependent on grants from higher levels of government.
According to the RBI's 2024 Report on Finances of Panchayati Raj Institutions, only 1.1% of Panchayat revenues come from local taxes and fees, highlighting extremely weak Own Source Revenue (OSR) generation.
In many states, PRIs rely on devolved funds for up to 95% of their total revenues.
Incomplete Functional Devolution
The devolution of the 29 subjects listed under the Eleventh Schedule remains incomplete in several states.
State governments frequently establish Special Purpose Vehicles (SPVs) and parastatal institutions to implement development schemes, thereby bypassing Panchayats and undermining their constitutional authority.
This limits the practical exercise of local self-governance.
The Persistent 3Fs Deficit
The long-standing challenge of inadequate Functions, Funds, and Functionaries continues to hinder Panchayat effectiveness.
There is a severe shortage of engineers, accountants, and technical personnel, forcing Panchayats to depend heavily on state bureaucracies and ad hoc arrangements.
Irregular Panchayat Elections
Although Article 243E mandates regular Panchayat elections every five years, many states delay elections due to administrative reasons such as delimitation exercises or census-related issues.
Such delays weaken democratic accountability and place local governance under prolonged bureaucratic control.
Structural and Social Challenges
Proxy Representation of Women
The phenomenon of 'Sarpanch Pati' or 'Pradhan Pati', where male family members exercise authority on behalf of elected women representatives, continues to undermine the spirit of women's political empowerment.
This remains a major obstacle despite constitutional reservations.
Low Gram Sabha Participation
Participation in Gram Sabhas remains critically low in many regions.
Caste divisions, gender discrimination, and limited awareness often prevent meaningful citizen engagement, weakening the foundation of grassroots democracy.
Weak State Finance Commissions
Delays in constituting State Finance Commissions (SFCs) and poor implementation of their recommendations continue to affect the financial autonomy and predictability of local bodies.
This undermines the constitutional framework for fiscal decentralization.
Way Forward: Strengthening Panchayati Raj Institutions
Operationalising the 4Fs Framework
India must move beyond the traditional 3Fs and ensure the full devolution of Functions, Funds, Functionaries, and Freedom to local governments.
Greater administrative autonomy is essential for genuine self-governance.
Strengthening Fiscal Empowerment
Panchayats should be empowered to raise local revenues through taxes, user charges, and innovative financial instruments.
The monetization of rural assets and the development of Panchayat Bonds for high-performing local bodies can enhance financial sustainability.
Implementing Granular Activity Mapping
The broad allocation of the 29 subjects under the Eleventh Schedule should be replaced with detailed Activity Mapping, clearly defining responsibilities at the village, block, and district levels to eliminate institutional overlap.
Institutionalising Social Audits
Drawing inspiration from the Mani Shankar Aiyar Committee (2012) and Meghalaya's Community Participation and Public Services Social Audit Act, 2017, independent social audit mechanisms and local ombudsman institutions should be strengthened nationwide.
This would reinforce accountability and citizen oversight.
Leveraging Emerging Technologies
Artificial Intelligence, predictive analytics, early-warning systems, and digital asset management tools can make local governance more efficient, transparent, and responsive to future challenges.
