About SHe-Box Portal

The SHe-Box (Sexual Harassment electronic Box) Portal is a centralized online platform that allows women to register, monitor, and track complaints of sexual harassment at the workplace. It was launched by the Ministry of Women and Child Development (MWCD) in 2024 to effectively implement the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH Act, 2013).

The portal provides a single-window mechanism for women working in the government, private, organised, and unorganised sectors, making the complaint process simpler, faster, and more transparent.

Key Features

Centralized Complaint Management

The portal provides a single platform where women can file complaints, track the progress of their cases, and receive time-bound redressal without approaching multiple authorities.

Repository of Internal and Local Committees

It acts as a national database of Internal Committees (ICs) and Local Committees (LCs) established under the POSH Act, 2013, covering both government and private organisations.

Real-Time Monitoring

A designated nodal officer can monitor complaints in real time, ensuring greater transparency, accountability, and timely disposal of cases.

Strengthens Implementation of POSH Act

The portal improves coordination among employers, Internal Committees, Local Committees, and government authorities, thereby ensuring the effective implementation of the POSH Act, 2013.

Secure and Confidential Platform

It provides a safe, confidential, and user-friendly interface, enabling women to report incidents without fear of stigma, retaliation, or harassment.

Inclusive and Accessible

The portal is available in 22 Indian languages, including Hindi and English, making it accessible to women from diverse linguistic backgrounds.

About the New Naval Platforms

The three newly inducted naval platforms have been designed to enhance the Indian Navy's capabilities in combat operations, hydrographic surveys, and anti-submarine warfare. All three vessels have been built in India, reflecting the country's growing expertise in indigenous warship construction.

INS Dunagiri

About

INS Dunagiri is the fifth stealth frigate built under Project 17A, one of India's most advanced warship construction programmes. It has been designed by the Warship Design Bureau (WDB) of the Indian Navy and constructed by Garden Reach Shipbuilders and Engineers Limited (GRSE), Kolkata.

The frigate incorporates advanced stealth technology, making it difficult to detect by enemy radar and enhancing its survivability during naval operations.

Key Features

INS Dunagiri is equipped with BrahMos supersonic surface-to-surface cruise missiles, enabling it to engage enemy ships with high precision over long distances. It also carries the Medium Range Surface-to-Air Missile (MRSAM) system, providing strong air defence against aircraft, helicopters, and incoming missiles.

The ship is fitted with modern sensors, surveillance systems, and advanced combat management systems, significantly improving the Indian Navy's operational capability in both offensive and defensive missions.

INS Sanshodhak

About

INS Sanshodhak is the fourth Survey Vessel (Large) inducted into the Indian Navy. It has been designed primarily for conducting hydrographic surveys, collecting oceanographic and geophysical data, and supporting both defence and civilian maritime activities.

The vessel will play a crucial role in updating nautical charts, improving safe navigation, supporting port development, and enhancing maritime domain awareness.

Key Features

INS Sanshodhak is capable of carrying out coastal as well as deep-sea hydrographic surveys. It is equipped with advanced technologies such as Autonomous Underwater Vehicles (AUVs) and Remotely Operated Vehicles (ROVs), which enable detailed mapping and exploration of the seabed.

The vessel also supports marine scientific research, underwater exploration, and disaster response operations.

INS Agray

About

INS Agray is the fourth vessel of the Arnala-class Anti-Submarine Warfare Shallow Water Craft (ASW-SWC). It has been specially designed to detect, track, and neutralise enemy submarines operating in shallow coastal waters.

The induction of INS Agray strengthens India's ability to safeguard its coastal regions, ports, and strategic maritime assets from underwater threats.

Key Features

INS Agray is equipped with lightweight torpedoes, indigenous anti-submarine rocket launchers, and advanced shallow-water sonar systems for detecting and engaging hostile submarines.

Its specialised design enables effective operations in littoral (near-shore) waters, where conventional large warships face operational limitations.

Significance of the New Naval Platforms

The commissioning of these three platforms significantly enhances the Indian Navy's combat readiness, surveillance capability, and underwater warfare strength.

About Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY)

The Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) is a flagship employment generation scheme launched by the Government of India to encourage the creation of formal sector jobs.

The scheme provides financial incentives to both first-time employees and employers, encouraging greater enrolment under the Employees' Provident Fund Organisation (EPFO). It aims to increase formal employment, expand social security benefits, and contribute to the vision of Viksit Bharat (Developed India) by 2047.

The scheme encourages employers to create new formal jobs by providing financial support for hiring additional employees.

Key Features of PM-VBRY

Part A – Support for First-Time Employees

Under Part A, the scheme provides financial support to first-time employees registered with EPFO.

Eligible employees can receive an incentive equivalent to one month's EPF wage, subject to a maximum of ₹15,000, which is paid in two instalments.

The benefit is available to employees earning a monthly salary of up to ₹1 lakh.

All payments are made through the Direct Benefit Transfer (DBT) system using the Aadhaar Bridge Payment System (ABPS), ensuring transparency and timely transfer of funds.

Part B – Incentives for Employers

Part B aims to encourage employers to generate additional employment across all sectors, with a special emphasis on the manufacturing sector.

Employers hiring new workers earning up to ₹1 lakh per month are eligible for government incentives.

The government provides an incentive of up to ₹3,000 per month for each additional employee, provided the employment is sustained for at least six months.

These incentives are available for two years for all sectors.

For the manufacturing sector, incentives are extended for an additional third and fourth year, recognising its importance in employment generation.

Payments are made directly into the employer's PAN-linked bank account.

In this context, NITI Aayog launched the Investment Friendliness Index (IFI) to help States improve their investment ecosystem and attract greater domestic and foreign investments.

Why Higher Investment is Important for India

Investment as the Engine of Economic Growth

Investment plays a central role in economic development because it increases productive capacity, creates employment opportunities, raises household incomes, and stimulates overall demand in the economy. Since the economic reforms of 1991, more than half of India's GDP growth has been driven by investment, making it one of the most important contributors to long-term economic expansion.

India has recorded an average real GDP growth of around 6.1% between FY1992 and FY2025, making it the fastest-growing major economy in the world. According to the World Bank, India must maintain an average annual growth rate of about 7.8% over the next two decades to achieve the goal of becoming a high-income economy by 2047.

Significance of Public Investment

Stimulating Economic Activity

Public investment in roads, railways, ports, airports, power, digital infrastructure, education, and healthcare generates economic activity by creating employment, increasing incomes, and boosting consumption. Investment Friendliness Index (IFI)

About the Index

The Investment Friendliness Index (IFI) is a diagnostic assessment framework launched by NITI Aayog in 2025 to evaluate the investment ecosystem of 28 States and 8 Union Territories. Rather than functioning as a simple ranking exercise, the Index helps governments identify their strengths and weaknesses and undertake targeted policy reforms to improve their investment climate.

The Index also promotes cooperative and competitive federalism by encouraging States to adopt best practices from one another.

Objective of the Index

The primary objective of the Investment Friendliness Index is to improve the overall investment climate, strengthen ease of doing business, encourage policy reforms, and attract greater domestic as well as foreign investment, thereby supporting faster economic growth.

Assessment Framework

The assessment is carried out on a 100-point scale, combining primary surveys of investors with secondary government data to provide a comprehensive picture of the investment ecosystem in each State and Union Territory.

Eight Pillars of Assessment

The Index evaluates investment performance on the basis of Infrastructure, Business Climate, Resources, Government Policy, Regulatory Ease, Institutional Environment, Financial Health, and Environmental Resilience. Together, these pillars measure the overall attractiveness of a State as an investment destination.

Classification of States

For meaningful comparison, the Index classifies regions into Large States, Hilly and North-Eastern States, and City States and Union Territories.

Top Performing States (2025)

In the inaugural edition, Gujarat, Maharashtra, Tamil Nadu, Goa, and Odisha emerged as the overall best-performing States.

Among the Large States, Gujarat, Maharashtra, and Tamil Nadu secured the highest positions.

Among the Hilly and North-Eastern States, Uttarakhand, Assam, and Himachal Pradesh performed the best.

Among the City States and Union Territories, Goa, Delhi, and Chandigarh emerged as the leading performers.

Major Government Initiatives Supporting Investment

National Infrastructure Pipeline (NIP)

The National Infrastructure Pipeline (NIP) is a long-term investment programme aimed at developing transport, energy, urban infrastructure, and social infrastructure to strengthen India's economic foundation.

PM Gati Shakti National Master Plan

The PM Gati Shakti National Master Plan integrates infrastructure planning through a GIS-based digital platform, improving coordination among ministries and promoting seamless multimodal connectivity.

The Investment Friendliness Index should be used as a policy tool to help States adopt best practices and strengthen cooperative federalism. At the same time, investor confidence must be enhanced through stable policies, simpler regulations, faster contract enforcement, and greater transparency.

The country should also expand infrastructure financing through Development Finance Institutions (DFIs), municipal bonds, and Public-Private Partnerships (PPPs). Greater investment in green infrastructure, digital public infrastructure, innovation, and aspirational districts will ensure that India's future growth remains sustainable, balanced, and inclusive.

India's rapid expansion of solar and wind energy has exposed serious transmission infrastructure bottlenecks, making grid modernisation a critical priority for achieving the country's clean energy targets.

Introduction

India has emerged as one of the world's fastest-growing renewable energy (RE) markets, with solar and wind power becoming the cheapest sources of electricity. However, while renewable power plants can be commissioned within months, transmission infrastructure takes several years to develop due to land acquisition, environmental clearances and regulatory approvals. Consequently, the country's clean energy transition is now constrained not by generation capacity but by the ability to transmit electricity efficiently.

India's Renewable Energy Expansion and Rising Demand

Rapid Growth of Renewable Energy Capacity

India currently possesses nearly 250 GW of renewable energy capacity, with another 100 GW under construction. As transport, industry and households become increasingly electrified, India's electricity demand is projected to rise sharply, requiring nearly 2,000 GW of renewable energy capacity by 2050. Achieving this ambitious target will require one of the largest energy infrastructure expansions in the world.

Transmission Development Lagging Behind

Although renewable generation capacity is expanding rapidly, over 50 GW of clean energy capacity remains unable to connect effectively to the national grid because transmission infrastructure has failed to keep pace. Building new transmission corridors involves lengthy processes such as land acquisition, forest and environmental clearances, regulatory approvals, and construction, making transmission the biggest bottleneck in India's energy transition.

Transmission Infrastructure: The New Bottleneck

Mismatch Between Generation and Transmission

Renewable energy projects can become operational within a short period, whereas transmission lines require several years to complete. This mismatch leads to grid congestion, underutilisation of renewable assets, and delays in integrating new power projects.

Challenges in Developing New Transmission Corridors

The construction of transmission networks faces multiple obstacles including high capital costs, acquisition of land, environmental concerns, local opposition, and lengthy approval procedures. These factors significantly delay the evacuation of renewable power from generation centres to consumption hubs.

Optimising Existing Transmission Infrastructure

Battery Energy Storage Systems (BESS)

One of the most effective solutions to improve transmission efficiency is the integration of Battery Energy Storage Systems (BESS). Renewable projects generally utilise transmission lines only when electricity is generated. Batteries store surplus electricity during periods of high generation and release it during peak demand, thereby improving transmission utilisation.

This strategy has the potential to unlock nearly 400 GW of additional renewable energy capacity without constructing new transmission corridors.

Utilising Existing Coal Transmission Corridors

Many ageing coal-fired power plants operate below their installed capacity but continue to possess valuable transmission infrastructure. Locating renewable energy projects near such plants allows clean electricity to utilise existing transmission lines whenever coal generation declines.

This approach improves utilisation of existing assets, reduces transmission congestion and can support nearly 100 GW of additional renewable energy capacity.

Leveraging Existing Substations

Several existing electricity substations possess spare capacity that can accommodate additional renewable energy connections with minimal upgrades. When integrated with battery storage systems, these substations can efficiently manage power flows and facilitate another 100 GW of clean energy generation.

Role of Advanced Transmission Technologies

Reconductoring Existing Transmission Lines

A significant portion of India's transmission network still relies on conventional conductors that experience reduced efficiency at higher temperatures.

Replacing them with High-Temperature Low-Sag (HTLS) Conductors through reconductoring can nearly double transmission capacity while using the same towers and transmission corridors.

This approach offers several advantages:

  • Avoids fresh land acquisition

  • Reduces project costs

  • Enhances grid efficiency

  • Minimises environmental impacts

Creating Clean Energy Superhighways

The combination of advanced conductors, battery storage, and shared transmission infrastructure can transform the existing grid into Clean Energy Superhighways, capable of supporting more than 1,000 GW of additional renewable energy without extensive new transmission construction.

Economic and Industrial Significance

Enhancing Energy Security and Industrial Competitiveness

A modern and efficient transmission network provides reliable, affordable and uninterrupted electricity, which is essential for energy-intensive industries such as:

India plans to invest over $100 billion in transmission infrastructure while expanding its transmission network by nearly 40% during the coming decade.

Integrating advanced technologies into these investments will maximise long-term returns, improve asset utilisation and reduce future congestion.

Need for Policy Reforms

Promoting Storage-Integrated Renewable Energy

Regulatory policies should actively encourage the integration of Battery Energy Storage Systems with renewable projects. Storage enables efficient utilisation of transmission infrastructure and enhances grid stability.

Encouraging Advanced Transmission Technologies

Government procurement policies should promote High-Temperature Low-Sag conductors, dynamic line rating, and other advanced transmission technologies that provide higher capacity and greater operational efficiency despite slightly higher initial costs.

Integrated Planning through Renewable Energy Zones

The development of Renewable Energy Zones (REZs) alongside optimised transmission corridors should be prioritised to minimise planning delays and ensure efficient evacuation of renewable power.

Integrated planning between generation and transmission infrastructure will reduce project delays and improve overall system efficiency.

Government Initiatives Supporting Grid Modernisation

India has undertaken several initiatives to strengthen its transmission network and facilitate renewable energy integration.

Green Energy Corridor (GEC) Programme

The programme aims to establish dedicated transmission infrastructure for evacuating renewable energy from resource-rich states to major consumption centres.

National Green Hydrogen Mission

The expansion of transmission infrastructure complements the mission by enabling greater renewable energy generation required for producing green hydrogen.

PM Gati Shakti National Master Plan

The initiative promotes integrated infrastructure planning across sectors, including energy transmission, thereby reducing project delays and improving coordination.

National Electricity Plan (Transmission)

Prepared by the Central Electricity Authority (CEA), the plan provides a long-term roadmap for expanding India's interstate transmission system in line with future electricity demand.

Challenges Ahead

Despite significant opportunities, several challenges remain.

High capital investment requirements, slow project execution, environmental clearances, land acquisition issues, cyber-security concerns associated with smart grids, and the intermittent nature of renewable energy continue to affect transmission planning and implementation.

Furthermore, coordination between Central Transmission Utility (CTU), State Transmission Utilities (STUs) and distribution companies remains crucial for efficient grid expansion.

Way Forward

India must shift from merely expanding renewable generation to building a smarter and more resilient electricity grid. Greater integration of battery storage, utilisation of existing transmission assets, deployment of advanced conductor technologies, and comprehensive policy reforms will significantly enhance transmission efficiency.

Planning renewable generation and transmission infrastructure simultaneously, encouraging public-private investment, and accelerating approvals through digital governance will enable India to achieve its long-term renewable energy ambitions.

Conclusion

India's clean energy transition depends not only on producing renewable electricity but also on delivering it efficiently. Transmission infrastructure has become the most critical determinant of future renewable energy growth. Through grid modernisation, battery storage integration, advanced transmission technologies, and forward-looking policy reforms, India can unlock vast renewable energy potential while strengthening energy security, industrial competitiveness, and sustainable economic development.
