The Ministry of Information & Broadcasting has recently launched three major transformative initiatives — the National AI Skilling Initiative, MyWAVES, and the Advanced Electronic Program Guide (EPG) with in-built satellite tuners. Globally, the Orange Economy contributes nearly 3% of world GDP and supports around 30 million jobs. In India, the entertainment and media sector is expanding rapidly, with projected revenues expected to rise from USD 35.3 billion in 2025 to approximately USD 47.2 billion by 2029.

Recognising this growing potential, the Union Budget 2026–27 announced the establishment of AVGC Content Creator Labs in 15,000 schools and 500 colleges to create a skilled workforce of nearly 2 million professionals by 2030.

National AI Skilling Initiative

The National AI Skilling Initiative is one of the most important steps taken to prepare India’s creative workforce for the future digital economy. It is a public-private partnership between the Ministry of Information & Broadcasting, Google, and YouTube.

The initiative aims to train around 15,000 professionals working in the AVGC sector — Animation, Visual Effects, Gaming, and Comics. It is being implemented through the Indian Institute of Creative Technologies (IICT), Mumbai.

The programme has been designed in two phases.

The first phase, running from March to June 2026, focuses on foundational AI education through:

  • Google Career Certificates

  • and Google Cloud Generative AI learning programmes.

Participants are trained in areas such as:

  • AI fundamentals,

  • prompting techniques,

  • and AI leadership skills.

The second phase, from July to December 2026, focuses on advanced practical learning and project-based specialization. Participants receive training using advanced AI tools such as:

  • Gemini 3

  • Nano Banana

  • Veo

  • and Vertex AI.

This phase is intended to help learners master:

  • AI-driven digital storytelling,

  • content creation,

  • and next-generation creative technologies.

The initiative is expected to significantly strengthen India’s digital creative ecosystem and make Indian professionals globally competitive in emerging AI-powered industries.

MyWAVES Platform

The MyWAVES Platform is another important initiative aimed at empowering India’s creator economy. It is a new feature integrated into the WAVES OTT platform, designed to transform users from passive viewers into active content creators.

The platform promotes User-Generated Content (UGC) in multiple Indian languages and provides opportunities for local creators to showcase regional stories, culture, and artistic talent.

MyWAVES has been developed in alignment with the Create in India Challenge (CIC), which seeks to build a structured ecosystem for digital creators and innovators.

The CIC hosts several competitions and creative challenges across different domains such as:

  • Comics Creator Championship

  • Truth Tell Hackathon, aimed at combating misinformation

  • and the XR Creator Hackathon.

It is managed by the Office of the Controller General of Communication Accounts (CGCA) and was officially launched on 29th December 2018.

The platform was introduced to modernize and simplify the pension disbursement process by creating a single digital system for pension sanction, authorization, accounting, and payment. Recently, the Goa government and the Cochin Port Authority signed agreements to onboard the SAMPANN platform, highlighting its growing importance in improving pension administration across institutions.

The primary objective of SAMPANN is to ensure efficient, transparent, and timely pension delivery to pensioners. It was designed to replace the traditional paper-based pension system with a cloud-based digital mechanism, thereby reducing delays, paperwork, and administrative complexities.

The platform directly transfers pension amounts into the bank accounts of pensioners, eliminating the role of intermediaries and ensuring greater accountability.

It is a major digital transformation initiative launched under Mission Mausam, which focuses on modernizing India’s meteorological infrastructure and forecasting systems.

The platform was officially launched in January 2024 under the Ministry of Earth Sciences (MoES), which acts as the nodal ministry for the initiative.

The system functions in real time and integrates advanced technologies such as Geographic Information System (GIS) mapping to improve the collection, analysis, and dissemination of weather-related information. Through GIS-based visualization, forecasters can easily monitor developing weather systems and identify regions vulnerable to hazards like cyclones, floods, heatwaves, thunderstorms, and heavy rainfall.

Digital and Technological Features

One of the most important aspects of the system is its high degree of automation. More than 90% of weather data collection, quality checking, and data integration processes are now automated. This significantly reduces human intervention and enables quicker detection of weather systems and associated risks.

The system also makes better use of Numerical Weather Prediction (NWP) models. Earlier, only limited forecasting model inputs were effectively utilized, but now more than 95% of model inputs are incorporated into the forecasting process. Another major improvement is the re-engineering of the forecasting and warning generation process. The entire forecasting workflow has been redesigned to support faster decision-making and real-time warning dissemination. This ensures that alerts reach authorities and the public more quickly during emergencies.

A highly significant achievement of the system is the increase in forecast lead time from 5 days to 7 days. This additional preparation time is extremely valuable for disaster management authorities, local governments, and vulnerable communities.

Properties of Ammonium Nitrate

Ammonium nitrate possesses several important chemical and physical properties:

  • It has a melting point of around 170°C.

Religious Conversion

In the case of Chinthada Anand v. State of Andhra Pradesh, the Supreme Court of India ruled that a person professing any religion other than Hinduism, Sikhism, or Buddhism cannot be recognised as a member of a Scheduled Caste (SC) community.

The Court clarified that conversion to religions such as Christianity or Islam leads to the immediate and complete loss of Scheduled Caste status, irrespective of the person’s birth caste or ancestral background.

Supreme Court’s Key Observations

Immediate Loss of SC Status After Conversion

The Court held that once a person converts to a religion outside Hinduism, Sikhism, or Buddhism, they lose their SC status from the very moment of conversion.

The judgment emphasized that the constitutional and statutory framework governing Scheduled Castes is religion-specific, and therefore benefits linked to SC status cannot continue after conversion to other religions.

Meaning of “Professing” a Religion

The Court explained that “professing” a religion means openly practicing and identifying with that religion in public life.

According to the Court, religions such as Christianity and Islam do not officially recognise the caste system in their theological structure. Therefore, a person cannot simultaneously profess these religions while claiming Scheduled Caste benefits that are historically linked to caste-based discrimination within Hindu society.

The Court stated that the two positions are legally incompatible.

Loss of Statutory Protections

The judgment also clarified that after losing SC status, a converted individual cannot claim protections available under laws specifically meant for Scheduled Castes, including the:

  • Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989

This means statutory safeguards connected with SC identity cease to apply after conversion.

Conditions for Restoration of SC Status After Reconversion

The Court observed that a person who reconverts to Hinduism, Sikhism, or Buddhism may reclaim SC status only if strict proof is provided.

Such proof must establish:

  • Genuine renunciation of the converted religion

  • Re-adoption of original caste customs and practices

  • Clear acceptance back into the original caste community

Only after satisfying these conditions can SC status potentially be restored.

Difference Between Scheduled Castes and Scheduled Tribes

The Supreme Court highlighted an important constitutional distinction between Scheduled Castes (SCs) and Scheduled Tribes (STs).

Unlike SC status, the Constitution (Scheduled Tribes) Order, 1950 does not impose religion-based restrictions on tribal identity.

Therefore, a Scheduled Tribe individual who converts to Christianity or Islam does not automatically lose ST status, provided:

  • Tribal customs and cultural identity continue, and

  • The tribal community still accepts the individual.

This demonstrates that ST status is primarily linked to ethnic and cultural identity rather than religion.

Constitutional and Legal Framework Governing SC Status

Constitution (Scheduled Castes) Order, 1950

The eligibility for Scheduled Caste status is governed by the Constitution (Scheduled Castes) Order, 1950 issued under Article 341 of the Constitution.

Initially, SC status was restricted only to Hindus.

Later:

  • Sikhism was included through an amendment in 1956

  • Buddhism was included through an amendment in 1990

People professing religions such as Christianity, Islam, Judaism, or Zoroastrianism remain excluded from SC status under the present legal framework.

Article 341 of the Constitution

Under Article 341, the President of India has the authority to specify which castes are recognised as Scheduled Castes.

However, once the list is notified, only Parliament can modify it by adding or removing communities.

State-Specific Nature of SC Status

Scheduled Caste recognition is not uniform across India.

A caste recognised as SC in one state may belong to the:

  • Other Backward Classes (OBC) category, or

  • General category in another state.

Therefore, SC benefits depend upon the specific notification applicable in the person’s State or Union Territory.

Important Judicial Pronouncements

C.M. Arumugam v. S. Rajgopal

The Supreme Court recognised caste as a social reality but held that continued discrimination and community acceptance must be proven to retain SC status after conversion.

Soosai v. Union of India

The Court denied SC status to Dalit Christians due to the absence of sufficient empirical evidence proving continuation of untouchability-based discrimination after conversion.

K.P. Manu v. Chairman, Scrutiny Committee

The Court allowed restoration of SC status after reconversion, subject to proof of community acceptance and restoration of caste identity.

Commissions Related to SC Status

Kaka Kalelkar Commission and Mandal Commission

These commissions recognised that caste-based disadvantages continue among some non-Hindu communities, contributing to OBC reservations for certain Muslim and Christian groups.

Justice Ranganath Mishra Commission

The commission recommended that Scheduled Caste status should be made religion-neutral, similar to the framework followed for Scheduled Tribes.

Justice K.G. Balakrishnan Commission

In 2022, the Union Government constituted this commission to study whether Dalit converts to Christianity and Islam continue to face historical caste-based disabilities deserving SC recognition.

Arguments in Favour of Extending SC Status to Dalit Christians and Muslims

Supporters of inclusion argue that caste discrimination often continues even after religious conversion because social hierarchies remain deeply embedded in society.

They also argue that denying SC status based on religion may violate:

  • Article 14 (Right to Equality)

  • Article 15 (Non-discrimination)

  • Article 25 (Freedom of Religion)

Further, they point out that ST and OBC categories are religion-neutral, making the exclusion of converted Dalits appear inconsistent.

Arguments Against Inclusion

Opponents argue that Scheduled Caste reservations were specifically created to address the practice of untouchability, historically rooted in the Hindu caste system.

They also fear that extending SC status to Dalit Christians and Muslims could:

  • Overburden the existing SC reservation quota

  • Reduce opportunities for current SC beneficiaries

  • Create administrative difficulties in identifying caste-based discrimination within religions that officially reject caste distinctions

Way Forward

The issue requires a balanced and evidence-based approach rather than ideological debate.

The findings of the Justice K.G. Balakrishnan Commission will play a crucial role in determining whether caste-based social disabilities continue after conversion.

There is also growing discussion about moving toward a more religion-neutral framework for affirmative action, based on actual social and educational backwardness rather than religious identity alone.

At the same time, stronger anti-discrimination laws and broader civil rights protections are necessary to safeguard vulnerable groups irrespective of religion.

Conclusion

The Supreme Court has reaffirmed that under the present constitutional framework, Scheduled Caste status is legally restricted to persons professing Hinduism, Sikhism, or Buddhism. Conversion to Christianity or Islam results in the loss of SC recognition and related statutory protections.

Food Waste Crisis

The International Day of Zero Waste, observed every year on 30 March, draws global attention to the growing crisis of waste generation, particularly food waste. The observance highlights the alarming contradiction between the enormous quantities of food wasted worldwide and the persistence of hunger, malnutrition, and food insecurity affecting millions of people.

In countries like India, food waste represents not only the loss of edible food but also the loss of the hard work, water, energy, and resources invested by farmers and workers throughout the agricultural supply chain.

Global Food Waste Crisis: A Moral and Systemic Challenge

According to the United Nations Environment Programme (UNEP) Food Waste Index Report 2024, nearly 1.05 billion tonnes of food are wasted globally every year. Households account for around 60% of total food waste, while food services contribute 28% and retail sectors contribute 12%.

This large-scale wastage reflects deep systemic inefficiencies in food production, storage, transportation, and consumption patterns. At the same time, approximately 783 million people suffer from hunger, and more than 3.1 billion people cannot afford a healthy diet globally. The coexistence of food surplus and widespread hunger reveals a major ethical and policy failure.

India’s Food Waste Paradox

India faces a serious contradiction between food wastage and hunger. The country ranks second globally in food waste generation, losing around 78–80 million tonnes of food annually, valued at nearly ₹1.55 lakh crore.

Although India’s per capita food waste is lower than many developed nations, the country still struggles with severe hunger and malnutrition. India ranks 111th in the Global Hunger Index, and nearly 194 million people remain undernourished.

This situation demonstrates that food insecurity in India is not merely about production shortages but also about inefficient distribution, storage, and management systems.

Punjab: A Case Study of Production Without Efficiency

Punjab, one of India’s leading agricultural states, highlights the problem of food loss despite high production levels. A significant portion of fruits and vegetables—nearly 20%—is lost after harvest because of poor infrastructure and inefficient handling systems.

Between 2019 and 2024, more than 8,200 tonnes of food grains were damaged in storage facilities operated by the Food Corporation of India (FCI), the highest such loss recorded in the country.

Major reasons behind these losses include inadequate storage infrastructure, weak cold-chain networks, poor packaging systems, lack of mechanisation, and fragmented supply chains. Reports by NITI Aayog have repeatedly emphasized the urgent need to modernize India’s agricultural logistics system.

Environmental Consequences of Food Waste

Food waste is not only an economic issue but also a major environmental concern. Globally, wasted food contributes around 8–10% of greenhouse gas emissions.

If food waste were considered a separate country, it would rank as the third-largest emitter of greenhouse gases after China and United States.

When food decomposes in landfills, it releases methane, a greenhouse gas far more potent than carbon dioxide. Food wastage also means the wastage of vital resources such as water, land, energy, labour, and fertilizers.

For example, producing 1 kilogram of rice requires nearly 5,000 litres of water, making food waste a significant contributor to groundwater depletion and environmental stress, particularly in agriculturally intensive states like Punjab.

Structural Causes Behind Food Loss

The problem of food waste in India is rooted in several structural challenges. These include:

  • Post-harvest losses at the farm level due to improper handling and lack of storage.

  • Inadequate cold-chain infrastructure, especially for perishable goods.

  • Fragmented logistics and transportation systems.

  • Weak food processing capacity.

  • Cultural and social practices that normalize excessive food consumption and wastage during events and celebrations.

These factors collectively increase inefficiencies across the food supply chain.

Measures to Reduce Food Waste

Strengthening Cold-Chain Infrastructure

India currently processes only around 8% of its agricultural produce, compared to nearly 65% in the United States. Expanding cold storage facilities, refrigerated transport, and food processing units is essential to reduce post-harvest losses.

A dedicated National Cold-Chain Mission could significantly improve storage and transportation efficiency, especially in major agricultural states.

Legal Framework for Food Redistribution

India can adopt legal measures similar to those followed in several European countries, where businesses are discouraged from destroying surplus food.

The government can encourage food donation through:

  • Tax incentives

  • Support for food banks

  • Mandatory redistribution systems for surplus edible food

Such measures would improve food access for vulnerable populations.

Empowering Farmers

Reducing food loss must begin at the farm level. Farmers need better access to:

  • Mechanised drying and storage systems

  • Mobile cold storage units

  • Hermetic storage bags

  • Modern packaging and grading technologies

Reforms in laws such as the Jute Packaging Materials Act can also help promote modern storage alternatives.

Improving Data and Accountability

India currently lacks a comprehensive national database on food waste. Mandatory measurement and public reporting of food wastage by businesses, hotels, restaurants, and institutions can improve transparency and accountability.

Reliable data will help policymakers design targeted interventions.

Cultural and Behavioural Change

India has traditionally regarded “Anna” (food) as sacred, but changing lifestyles and consumption patterns have weakened this cultural value.

Awareness campaigns, educational programs, and community participation are necessary to promote responsible consumption and reduce unnecessary food wastage.

Conclusion

Food waste is not merely an issue of inefficiency; it is a serious moral, economic, social, and environmental challenge. The coexistence of massive food wastage alongside hunger and malnutrition highlights deep systemic failures in food management and distribution.

Addressing this crisis requires a combination of infrastructure development, policy reforms, technological innovation, legal measures, and behavioural change. By treating food as a valuable and limited resource, India can move towards greater food security, environmental sustainability, and social justice.
