Construction workers face compounded risks due to intense physical labour and heat-retaining materials like steel and concrete.

Street vendors suffer both physically and economically, as reduced footfall and spoilage of goods directly impact their livelihoods.

Legal and Institutional Gaps

India’s current legal framework is inadequate to address extreme heat. The Factories Act, 1948 primarily protects indoor workers, leaving outdoor labourers exposed. Similarly, the Occupational Safety, Health and Working Conditions Code, 2020 lacks enforceable provisions for heat safety.

Moreover, the exclusion of heatwaves from the Nationally Notified Disaster list limits access to dedicated funds, creating a fiscal and administrative gap in response mechanisms.

Measures to Address Thermal Injustice

To effectively tackle the crisis, a comprehensive and equity-based approach is required. Recognising heatwaves as a national disaster would unlock financial and administrative resources. Adopting the Heat Index, which combines temperature and humidity, can improve risk assessment.

Strengthening labour protections through mandatory work-rest cycles and safety equipment is essential. Recognising a “Right to Cool” can ensure access to public cooling centres and drinking water.

Additionally, gig workers need legal safeguards against penalties during extreme heat, while income compensation mechanisms, including insurance models, can reduce financial distress.

Conclusion

Extreme heat in India is no longer merely an environmental phenomenon; it is a manifestation of deep social and economic inequalities. The concept of thermal injustice highlights how vulnerable populations bear the greatest burden despite having the least capacity to adapt.

Recently, the Supreme Court of India directed the Union Government to constitute a tribunal to resolve the dispute between the states of Tamil Nadu and Karnataka over the sharing of the waters of the Pennaiyar River.

About the Pennaiyar River

The Pennaiyar River is an important interstate river flowing through southern India, mainly across Karnataka and Tamil Nadu. It is also known as the South Pennar River, Dakshina Pinakini in Kannada, and Thenpennai/Ponnaiyar in Tamil.

it is the second-longest river in Tamil Nadu and one of the major east-flowing interstate rivers of South India.

Origin and Course

The river originates in the Nandi Hills located in Chikkaballapura district of Karnataka. From there, it flows southward through Karnataka before entering Tamil Nadu, where it turns southeast and finally drains into the Bay of Bengal near Cuddalore.

The river has a total length of around 497 km.

The findings highlight a paradoxical situation where healthcare access has improved significantly, but financial vulnerability has also increased due to high private sector dependence.

The survey indicates that around 13.1% of India’s population reported illness within a 15-day reference period, reflecting a significant burden of disease in the country.

Urban–Rural Differences

Urban areas report a higher morbidity rate of 14.9% compared to 12.2% in rural areas. This does not necessarily indicate worse urban health but reflects better awareness, higher diagnosis rates, and lifestyle-related diseases such as stress and pollution exposure in cities.

Elderly Health Burden

The 60+ age group is the most vulnerable, with nearly 43.9% reporting ailments, which is almost four times the national average. This highlights the urgent need for structured geriatric healthcare systems in India.

RoSCTL Scheme

Recently, the Ministry of Textiles extended the Rebate of State and Central Taxes and Levies (RoSCTL) Scheme for exports of apparel, garments, and made-ups up to 30th September 2026. The extension has been announced to continue supporting India’s textile export sector and improve the global competitiveness of Indian products.

About the RoSCTL Scheme

The Rebate of State and Central Taxes and Levies (RoSCTL) Scheme was launched on 7th March 2019. It was introduced to reimburse various hidden or embedded State and Central taxes and levies that are incurred during the manufacturing and export of textile products but are not refunded through other mechanisms.

The scheme mainly benefits exporters of:

  • Apparel and garments

  • Made-up textile articles such as bedsheets, towels, and curtains

The RoSCTL Scheme replaced the earlier Rebate of State Levies (RoSL) Scheme.

The major improvement under the RoSCTL Scheme is that it provides rebates for both State and Central taxes and levies, whereas the earlier RoSL Scheme covered only State levies.

Objective of the Scheme

The primary objective of the RoSCTL Scheme is to reduce the tax burden on textile exporters and make Indian textile products more competitive in international markets.

The scheme compensates exporters for taxes and levies that are not refunded under other export incentive mechanisms, including the Duty Drawback Scheme. By lowering export costs, the scheme aims to boost textile exports, generate employment, and strengthen India’s position in the global textile industry.The scheme supports the labour-intensive textile sector, which is one of the largest employment-generating sectors in India.

Features of the RoSCTL Scheme

Under the RoSCTL Scheme, the rebate is provided in the form of duty credit scrips. These scrips are issued electronically through the Customs system, making the process transparent and efficient.

The duty credit scrips can be used for payment of Basic Customs Duty on imported goods. Another important feature of the scheme is that these scrips are freely transferable, allowing exporters flexibility in their usage.

However, the transfer of the e-scrip must take place for the entire amount available in the scrip, as partial transfer is not permitted.

The validity period of an e-scrip is one year from the date of its creation. This validity remains unchanged even if the scrip is transferred to another person.

The electronic duty credit scrip system promotes ease of doing business and reduces procedural delays for exporters.

Eligibility Under the Scheme

All exporters of garments, apparel, and made-ups manufactured in India are eligible to avail benefits under the scheme.

However, exporters or entities listed under the Denied Entity List of the Directorate General of Foreign Trade (DGFT) are not eligible to receive benefits.

Implementing Agency

The RoSCTL Scheme is implemented by the Department of Revenue under the Ministry of Finance.

About Samrat Samprati

Samrat Samprati was a ruler of the Mauryan Dynasty who ruled approximately between 224 BC and 215 BC. He was the grandson of Ashoka, one of the greatest rulers in Indian history.

He was also known by other names such as Indrapalit, Sangat, and Vigatashok.

Samrat Samprati is especially remembered for his efforts in spreading Jainism and promoting the principle of Ahimsa (non-violence) across different regions.

Due to his immense contribution to Jainism, Samrat Samprati is often referred to as the “Jain Ashoka.”

Contribution to Jainism

Samrat Samprati played a major role in the expansion and propagation of Jainism. Historical Jain texts mention that he actively supported Jain monks and established centres of Jain culture not only in India but also in regions such as Iran and Arab countries.

It is believed that he constructed thousands of Jain temples across western and southern India, helping in the spread of Jain philosophy and culture.

About Jainism

Jainism is one of the ancient religions of India and belongs to the Sramanic tradition. The word Sramana refers to an ascetic or monk who follows a disciplined spiritual life.

Jainism traces its teachings through 24 Tirthankaras, who are spiritual teachers guiding people toward liberation.

The 24th and last Tirthankara was Mahavira, also known as Vardhamana Mahavira.

Goal of Jainism

The primary aim of Jainism is the attainment of Moksha or Nirvana, which means liberation from the cycle of birth and death.

To achieve liberation, Jainism emphasizes the Three Jewels (Triratnas):

  • Samyak Darshana – Right Faith

  • Samyak Jnana – Right Knowledge

  • Samyak Charita – Right Conduct

Panchamahavratas (Five Great Vows)

Jainism prescribes five major vows, especially for monks and ascetics, known as the Panchamahavratas:

  1. Ahimsa – Non-violence

  2. Satya – Truthfulness

  3. Asteya – Non-stealing

  4. Aparigraha – Non-possession or non-hoarding

  5. Brahmacharya – Celibacy or continence

Among these, Ahimsa is considered the most important principle.

Significance of Samrat Samprati

Samrat Samprati occupies an important place in Indian history because of his efforts to spread Jain philosophy and ethical values. His reign reflected the ideals of peace, tolerance, and non-violence.

The establishment of the Samrat Samprati Museum highlights the importance of preserving India’s spiritual and cultural heritage and spreading awareness about Jain contributions to Indian civilization.

Acute Lymphoblastic Leukaemia (ALL), also known as Acute Lymphocytic Leukaemia, is a type of blood cancer that affects the white blood cells and the bone marrow. Bone marrow is the soft tissue inside bones where blood cells are produced.

It is a rapidly progressing cancer, meaning the abnormal cells multiply very quickly and interfere with the normal production of healthy blood cells. ALL is considered the most common type of cancer in children, although it can also affect adults.

Recent Study on TP53 Mutation

A recent multi-institutional study involving 830 adult ALL patients across eight academic centres found that nearly one in every ten adult patients diagnosed with ALL carried a mutation in the TP53 gene.

The TP53 gene plays a crucial role in controlling cell growth and preventing tumour formation. Mutations in this gene are often associated with aggressive cancers, poor treatment response, and lower survival rates. This finding is important because it may help doctors develop more targeted and personalized treatment strategies for ALL patients.

Causes of Acute Lymphoblastic Leukaemia

ALL develops when a cell in the bone marrow undergoes genetic mutations or changes in its DNA. These mutations cause immature white blood cells, called lymphoblasts, to grow uncontrollably instead of developing into healthy blood cells.

As these abnormal cells accumulate, they crowd out normal blood cells, leading to infections, anaemia, and bleeding problems.

Symptoms of ALL

The disease can produce several symptoms due to the reduced production of healthy blood cells. Common symptoms include:

  • Bleeding from gums

  • Bone pain

  • Fever

  • Frequent infections

  • Frequent or severe nosebleeds

  • Weakness and fatigue

  • Swollen lymph nodes

Because ALL progresses rapidly, early diagnosis and treatment are extremely important.

Types of Acute Lymphoblastic Leukaemia

According to the World Health Organization (WHO), ALL is broadly classified into two major categories:

1. B-cell Lymphoblastic Leukaemia/Lymphoma

This type begins in immature cells that normally develop into B-lymphocytes, which help the body fight infections by producing antibodies.

It is the most common subtype of ALL.

2. T-cell Lymphoblastic Leukaemia

This type starts in immature cells that normally develop into T-lymphocytes, which are involved in immune defence and destroying infected cells.

It is comparatively less common than B-cell ALL.

Treatment of ALL

Treatment for ALL usually depends on the patient’s age, subtype of cancer, and genetic mutations present in the cells. Common treatment methods include:

Chemotherapy

It uses powerful drugs to destroy rapidly growing cancer cells and is the most widely used treatment for ALL.

Targeted Therapy

Doctors may use targeted drugs that specifically attack cancer cells with particular genetic mutations, such as TP53-related abnormalities.

Other Treatments

In some cases, patients may also require:

  • Immunotherapy

  • Radiation therapy

  • Bone marrow or stem cell transplantation

Conclusion

Acute Lymphoblastic Leukaemia is a serious but treatable blood cancer that mainly affects the bone marrow and white blood cells. The recent discovery of TP53 mutations in a significant number of adult ALL patients highlights the growing importance of genetic research in cancer diagnosis and treatment. Advancements in targeted therapies and early detection can improve survival outcomes and help develop more personalized treatment approaches.
