Recently, the Department of Financial Services (DFS) organized a colloquium in New Delhi involving the Chairpersons of Debt Recovery Appellate Tribunals (DRATs) and Presiding Officers of Debt Recovery Tribunals (DRTs). The meeting focused on enhancing the efficiency of debt recovery mechanisms and strengthening the financial dispute resolution framework in India.

About Debt Recovery Tribunals (DRTs)

Debt Recovery Tribunals (DRTs) are quasi-judicial bodies established under the Recovery of Debts Due to Banks and Financial Institutions Act, 1993 (now known as the Recovery of Debts and Bankruptcy Act, 1993).

They were created to ensure the speedy adjudication and recovery of debts owed to banks and financial institutions, thereby reducing the burden on ordinary civil courts and improving the health of the banking sector.

Role and Functions of DRTs

The primary function of Debt Recovery Tribunals is to adjudicate cases related to the recovery of debts by banks and financial institutions. They deal with cases where borrowers have defaulted on loans and financial obligations.

DRTs handle loan default cases involving amounts exceeding ₹20 lakh, particularly those related to secured debts. Their objective is to ensure timely recovery of dues and facilitate financial discipline within the banking system.

Apart from debt recovery matters, DRTs also hear Securitisation Applications (SAs) filed under the SARFAESI Act, 2002. These applications are typically filed by borrowers or other aggrieved parties challenging actions taken by banks and financial institutions under the SARFAESI framework.

At present, there are 39 Debt Recovery Tribunals functioning across India, each headed by a Presiding Officer.

Composition of Debt Recovery Tribunals

A Debt Recovery Tribunal is presided over by a Presiding Officer who possesses qualifications equivalent to those required for appointment as a District Judge.

In addition to the Presiding Officer, administrative and technical members may be appointed by the Central Government whenever required to assist in the effective functioning of the tribunal.

Powers of Debt Recovery Tribunals

To effectively discharge their functions, DRTs are vested with several judicial powers. They can summon and examine witnesses, require the production of documents, and receive evidence through affidavits.

The tribunals also have the authority to review decisions, dismiss applications, conduct ex parte proceedings, and issue commissions for the examination of witnesses and documents.

Jurisdiction of DRTs

Each Debt Recovery Tribunal exercises jurisdiction over a specific geographical area as notified by the Central Government.

The jurisdiction of DRTs is limited to matters concerning the recovery of debts by banks and financial institutions. They do not deal with general civil disputes and are specialized tribunals focused exclusively on financial recovery cases.

Debt Recovery Appellate Tribunal (DRAT)

Appeals against orders passed by a Debt Recovery Tribunal can be filed before the Debt Recovery Appellate Tribunal (DRAT).

The DRAT serves as the appellate authority and reviews decisions made by DRTs. This two-tier structure ensures that parties have access to an appellate mechanism while maintaining the efficiency of the recovery process.

Significance of DRTs

The Debt Recovery Tribunals play a crucial role in strengthening India's financial system by ensuring the timely recovery of bank loans and reducing the accumulation of Non-Performing Assets (NPAs).

It can be used in specially designed compression ignition (diesel) engines and has emerged as a promising option for reducing vehicular emissions while maintaining engine performance.

Due to its favourable combustion characteristics and lower environmental impact, DME is considered a potential fuel for the future, particularly in sectors that rely heavily on diesel-powered engines.

Properties of Dimethyl Ether

High Cetane Number

One of the most important characteristics of DME is its very high cetane number. The cetane number measures how easily a fuel ignites under compression in a diesel engine. A higher cetane number results in quicker ignition, smoother engine operation, and improved combustion efficiency.

Because of its high cetane value, DME is highly suitable for use in compression ignition engines.

Physical Characteristics

Under normal atmospheric conditions, Dimethyl Ether is a colourless gas. However, like Liquefied Petroleum Gas (LPG), it can be stored and transported in a liquefied form under moderate pressure.

Its physical properties make it convenient for handling and distribution using existing fuel infrastructure with suitable modifications.

Clean-Burning Fuel

A major advantage of DME is its ability to burn very cleanly. During combustion, it emits negligible amounts of soot, particulate matter, sulfur oxides (SOx), and significantly lower levels of nitrogen oxides (NOx) compared to conventional diesel fuel.

Comparable Thermal Efficiency

Mission Drishti is a pioneering Earth Observation (EO) satellite developed by GalaxEye. It is regarded as the world’s first multi-sensor Earth observation satellite and represents a significant technological advancement in the field of remote sensing.

The satellite is also recognized as India’s largest privately built satellite and the highest-resolution satellite developed by the country's private sector. It has been designed to provide highly accurate and continuous Earth observation data for a variety of civilian and strategic applications.

World’s First OptoSAR Satellite

The most distinctive feature of Mission Drishti is that it is the world’s first OptoSAR satellite. The term OptoSAR refers to the integration of Electro-Optical (EO) sensors and Synthetic Aperture Radar (SAR) sensors on a single satellite platform.

This combination enables the satellite to overcome the limitations of traditional Earth observation systems and ensures uninterrupted data collection under diverse environmental conditions.

Electro-Optical (EO) Sensors

Electro-optical sensors capture high-resolution images using reflected sunlight. These sensors provide detailed visual information and are highly effective during daylight hours and in clear weather conditions.

Synthetic Aperture Radar (SAR) Sensors

Synthetic Aperture Radar uses radar waves to image the Earth's surface. Unlike optical systems, SAR can operate day and night and can penetrate clouds, smoke, fog, and adverse weather conditions. This capability makes SAR particularly valuable for monitoring regions where optical imagery may be unavailable.

Recently, the Ministry of Health and Family Welfare released the Rashtriya Bal Swasthya Karyakram (RBSK) 2.0 Guidelines, marking a significant expansion of India's child health screening programme. The revised guidelines broaden the scope of screening to include developmental, mental, behavioural, and lifestyle-related health conditions, while also introducing digital tools for better monitoring and service delivery.

About Rashtriya Bal Swasthya Karyakram (RBSK)

The Rashtriya Bal Swasthya Karyakram (RBSK) was launched in February 2013 under the National Rural Health Mission (NRHM). It is a comprehensive child health programme aimed at improving the overall quality of life of children by ensuring early detection, diagnosis, treatment, and management of health conditions.

Target Group and Scope

The programme covers all children from birth to 18 years of age. It focuses on the early identification of the Four Ds, namely Defects at Birth, Diseases, Deficiencies, and Developmental Delays including Disabilities.

Under the programme, children are screened for 32 common health conditions. Once identified, these conditions are treated free of cost, including specialized treatment and surgeries at higher healthcare facilities whenever required.

Major Components of the Programme

A key component of RBSK is Comprehensive Newborn Screening, under which newborn babies are screened at delivery points to identify congenital defects and health problems at the earliest stage. Early diagnosis significantly improves treatment outcomes and reduces long-term complications.

Another important component is Community-Based Screening, where children in the age group of 0 to 18 years are screened through Anganwadi Centres and Government Schools. This is carried out in collaboration with the Ministry of Women and Child Development and the Ministry of Education, ensuring extensive coverage across the country.

The programme also incorporates Home-Based Screening through ASHA workers under the Home-Based Newborn Care (HBNC) and Home-Based Young Child Care (HBYC) programmes. Through regular household visits, ASHAs monitor the growth, development, and health status of newborns and young children.

For children identified with health issues, specialized care is provided through District Early Intervention Centres (DEICs). These centres offer diagnostic, therapeutic, referral, and rehabilitation services, ensuring timely intervention and management.

Key Features of RBSK 2.0

The newly launched RBSK 2.0 significantly expands the programme’s coverage beyond traditional child health concerns. It now includes screening for developmental disorders, mental health conditions, behavioural issues, lifestyle-related risks, and risk factors associated with non-communicable diseases such as diabetes and hypertension.

The revised guidelines also include additional conditions such as kidney disorders, reflecting a more comprehensive approach to child and adolescent healthcare.

A major innovation under RBSK 2.0 is the introduction of Digital Health Cards, which will maintain individual health records of children. The programme also incorporates real-time data systems and integrated digital platforms for monitoring, tracking, and improving healthcare delivery.

Significance of the Programme

The Rashtriya Bal Swasthya Karyakram plays a crucial role in promoting preventive and promotive healthcare among children. By identifying health conditions at an early stage, it helps prevent disabilities, reduces healthcare costs, and improves educational and developmental outcomes.

The programme also strengthens India's efforts towards Universal Health Coverage, ensuring that children receive timely healthcare services irrespective of their socio-economic background.
