About ANCHOR
ANCHOR stands for Atlas of Neurochemical Characterization of the Human Brainstem with 3D Reconstruction. It is the world’s most comprehensive three-dimensional atlas of the human brainstem, providing highly detailed anatomical and neurochemical maps.
The atlas covers the prenatal stage, childhood, and adult human brains, enabling researchers to study brain development and structural changes across different stages of life.
The project has been developed by the Sudha Gopalakrishnan Brain Centre (SGBC) at IIT Madras, which is one of India’s leading centres for advanced brain research.
Key Features
Comprehensive 3D Brain Mapping
ANCHOR contains more than 200 brainstem nuclei and fibre tracts, reconstructed from hundreds of serial brain sections, making it the most detailed brainstem atlas created to date.
Advanced Multimodal Technology

About National Pharmaceutical Pricing Authority (NPPA)
The National Pharmaceutical Pricing Authority (NPPA) is an independent regulatory body responsible for fixing and regulating the prices of medicines in India.
It ensures that essential drugs remain available, affordable, and accessible to the public while preventing excessive pricing by pharmaceutical companies.
The NPPA was constituted in 1997 and functions under the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers.
It implements the provisions of the Drugs (Prices Control) Order (DPCO), issued under the Essential Commodities Act, 1955 (now governed through the legal framework under the Essential Commodities regime).
Functions of NPPA
Drug Price Regulation
The NPPA is responsible for fixing and revising the ceiling prices of scheduled medicines notified under Schedule-I of the Drugs (Prices Control) Order (DPCO). It also monitors the prices of non-scheduled drugs to prevent unreasonable price increases.
Implementation of the Drugs (Prices Control) Order
The Authority implements and enforces the provisions of the Drugs (Prices Control) Order (DPCO), ensuring that pharmaceutical companies comply with government-notified price ceilings and pricing regulations.
Ensuring Availability of Medicines
The NPPA continuously monitors the availability of essential medicines, identifies shortages, and recommends or undertakes corrective measures to ensure uninterrupted supply across the country.
Monitoring the Pharmaceutical Sector
The Authority collects and maintains data relating to the production, imports, exports, market share, profitability, and sales of pharmaceutical companies. This information supports evidence-based pricing decisions and policy formulation.
Advisory Role
The NPPA advises the Central Government on matters related to drug pricing policy, price regulation, and revisions to the pharmaceutical pricing framework. It also assists the Government in Parliamentary matters concerning medicine pricing.

The Authority recruits and manages its officers and staff in accordance with government rules and procedures to ensure efficient functioning.
Drugs (Prices Control) Order (DPCO)
The Drugs (Prices Control) Order (DPCO) is a legal instrument issued by the Central Government to regulate the prices of essential medicines. Under the DPCO, the NPPA fixes ceiling prices for drugs included in Schedule-I, which is based on the National List of Essential Medicines (NLEM). Pharmaceutical companies cannot sell these medicines above the notified ceiling price, except for applicable taxes.

About Tapanuli Orangutan
The Tapanuli orangutan (Pongo tapanuliensis) is the rarest species of great ape in the world and is found only on the island of Sumatra, Indonesia.
It is one of the three recognized species of orangutans, the other two being the Sumatran orangutan (Pongo abelii) and the Bornean orangutan (Pongo pygmaeus).
The species was formally identified as a distinct species in 2017, making it the first new great ape species described in nearly a century. Genetic, morphological, and behavioural studies confirmed that it is different from the other two orangutan species.
Distribution and Habitat
Geographical Distribution
The Tapanuli orangutan is endemic to the Batang Toru Ecosystem, located south of Lake Toba in North Sumatra, Indonesia. Its distribution is extremely restricted, making it highly vulnerable to habitat loss and natural disasters.
Habitat
It inhabits tropical and subtropical moist broadleaf forests, particularly in hilly and mountainous regions. The species is entirely arboreal, spending almost its entire life in the forest canopy, where it feeds, nests, and travels through trees.
Physical Characteristics
The Tapanuli orangutan closely resembles the Sumatran orangutan in terms of body structure and fur colour, but it possesses distinctive cranial features, facial characteristics, and vocalizations that differentiate it from both the Sumatran and Bornean species.
Behaviour and Ecology
Social Behaviour
The Tapanuli orangutan is primarily solitary, with adult individuals generally living alone. The most common social association occurs between a mother and her dependent offspring, as young orangutans remain with their mothers for several years.
Communication
These orangutans communicate through a variety of vocal calls and body movements. Adult males produce deep, low-frequency "rolling calls" to establish territory, attract mates, and intimidate rival males.
Diet
The species is omnivorous, feeding mainly on fruits, leaves, flowers, seeds, bark, insects, and occasionally small animals, depending on seasonal food availability.
Reproduction
The Tapanuli orangutan has one of the slowest reproductive rates among mammals. Females typically give birth to a single infant every eight to nine years, making population recovery extremely slow.
Conservation Status
The International Union for Conservation of Nature (IUCN) has classified the Tapanuli orangutan as Critically Endangered. With fewer than 1,000 individuals remaining in the wild, it is considered the most threatened great ape species globally.
The major threats include habitat fragmentation, deforestation, infrastructure development, mining, hydropower projects, illegal hunting, climate-related disasters, and human-wildlife conflict.
Significance
The Tapanuli orangutan is a flagship species for the conservation of Indonesia's tropical rainforests. About AN-32 Aircraft
The AN-32 (Antonov AN-32) is a Soviet-origin twin-engine turboprop military transport aircraft designed for tactical airlift operations. It was developed by the Antonov Design Bureau of Ukraine, which was then part of the former Soviet Union (USSR).
The aircraft's NATO reporting name is "Cline."
India inducted the AN-32 into the Indian Air Force (IAF) in 1984, purchasing the aircraft from the USSR. The Indian version was specially customised for operations in high-altitude and hot climatic conditions, making it particularly suitable for India's operational requirements.
The IAF currently operates a fleet of around 100 AN-32 aircraft, which serve as one of its primary tactical transport platforms.
Design and Features
Powerful Twin-Engine Configuration
The AN-32 is powered by two single-shaft turboprop engines, providing greater thrust than its predecessor and enabling operations in high-altitude regions and extreme tropical temperatures.
High-Altitude Performance
One of the aircraft's most significant advantages is its ability to operate from airfields located at elevations of up to 4,500 metres above sea level. This makes it particularly valuable for supplying remote military posts in the Himalayan region, including Ladakh and the Northeast.
Rugged Operations
The aircraft is capable of taking off and landing on short, unpaved, rough, or dirt runways, allowing it to operate from remote and forward military bases where conventional aircraft cannot easily function.
Operational Capabilities
The AN-32 has a maximum take-off weight of about 27 tonnes and can attain a maximum speed of approximately 530 km/h. It has an operational range of around 2,500 kilometres and a service ceiling of about 9,500 metres.
The aircraft can transport up to 7.5 tonnes of cargo, 50 passengers, or 42 fully equipped paratroopers in a single sortie. It is extensively employed for troop movement, logistics support, humanitarian assistance, disaster relief operations, casualty evacuation, and supply drops in inaccessible regions.
Apart from transport missions, the AN-32 also possesses a limited bombing capability and supports airborne para-dropping and paratrooper operations, enhancing its tactical utility.
Role in the Indian Air Force
The AN-32 has been one of the backbones of the Indian Air Force's tactical airlift capability for over four decades. The visit evaluates whether the relationship, often described as operating in “T20 mode” (high-level strategic cooperation), has translated into concrete outcomes across trade, defence, energy, education, technology, and people-to-people ties.
Evolution of India–Australia Relations
India and Australia have transformed their relationship from a limited engagement to a Comprehensive Strategic Partnership (CSP) in 2020. Today, both countries cooperate across trade, defence, critical minerals, maritime security, clean energy, education, and emerging technologies, driven by shared democratic values and common interests in ensuring a free, open, inclusive, and rules-based Indo-Pacific.
Trade and Investment: The Anchor of Bilateral Relations
Economic Cooperation and Trade Agreement (ECTA)
The India–Australia Economic Cooperation and Trade Agreement (ECTA), which entered into force in December 2022, has significantly strengthened bilateral economic ties. Under the agreement, all Indian exports receive duty-free access to the Australian market, benefiting sectors such as textiles, pharmaceuticals, engineering goods, chemicals, gems, and jewellery.
In return, India has provided preferential tariff access covering nearly 90% of Australia's trade value, particularly for products such as critical minerals, wool, avocados, and macadamia nuts.

Both countries have set an ambitious target of increasing bilateral trade from nearly US$33 billion in 2025 to US$100 billion by 2030, making Australia one of India's most important economic partners in the Indo-Pacific.

Way Forward
India and Australia should convert existing understandings into time-bound implementation agreements, particularly in critical minerals, civil nuclear cooperation, technology partnerships, and skill mobility.
Defence cooperation should increasingly focus on joint research, co-development, and defence manufacturing, rather than military exercises alone.
Institutional mechanisms should be strengthened to improve labour mobility, academic exchanges, technology collaboration, and investment facilitation.
Both countries should also deepen cooperation in critical supply chains, green energy, semiconductor manufacturing, maritime security, and Indo-Pacific governance, ensuring long-term strategic resilience.

Introduction
India has created an impressive digital welfare architecture through initiatives such as Direct Benefit Transfer (DBT), Aadhaar-enabled delivery, and UPI-linked benefit systems. These reforms have significantly improved the efficiency of welfare distribution and strengthened last-mile service delivery. However, Persons with Disabilities (PwDs) continue to remain among the most excluded sections of society. Disability pensions are often determined not by the nature or severity of disability, but by the state in which a person resides and the discretion exercised by individual governments. In this context, the proposal for a Minimum Universal Disability Pension Floor Rate (MUDPFR) seeks to establish a uniform, rights-based framework for disability pensions across India.
Scale of the Problem
The challenge is substantial. The 2011 Census recorded approximately 2.68 crore Persons with Disabilities, and current estimates place the number between 4.5 and 6 crore after accounting for population growth, ageing, and changing disease patterns. Despite this large population, the coverage under the Indira Gandhi National Disability Pension Scheme (IGNDPS) remains limited.
The amount of assistance available to beneficiaries is also highly inadequate. In many states, disability pensions range from only ₹300 to ₹500 per month, while a few states provide between ₹1,000 and ₹3,000. Such wide variations create unequal levels of social protection across the country.
India spends only around 0.02% of GDP on disability welfare, which is significantly lower than the expenditure levels observed in countries such as South Africa, Brazil, Australia, and the OECD economies.
Why Disability Welfare is an Economic Issue
The exclusion of Persons with Disabilities is not merely a humanitarian concern; it also carries significant economic consequences. Studies by the World Bank and UNDP estimate that low- and middle-income countries may lose 3–7% of GDP when PwDs are excluded from education, employment, and social security.
Research also indicates that disability spending has a fiscal multiplier of around 1.4–1.6, meaning that every rupee spent generates more than a rupee of economic activity. A recent report further suggested that the long-term socio-economic returns from disability pensions can exceed their costs by nearly 48%. Therefore, disability pensions should be viewed not simply as welfare expenditure but as an investment in human capital and inclusive growth.
Constitutional and Legal Foundations
The demand for a universal disability pension has strong constitutional support. The Supreme Court has consistently interpreted Article 21 to include the right to live with dignity, which encompasses access to basic social security. Further, Article 41 of the Constitution directs the State to provide public assistance to persons with disabilities within the limits of its economic capacity and development.
The Rights of Persons with Disabilities Act, 2016, particularly Section 24, obligates governments to ensure adequate social security and pension benefits for persons with disabilities. The present fragmented and discretionary pension system falls short of the spirit of these constitutional and statutory commitments.
The Proposal: Minimum Universal Disability Pension Floor Rate
The proposed Minimum Universal Disability Pension Floor Rate (MUDPFR) seeks to establish a nationally guaranteed minimum disability pension applicable across all states and Union Territories.
Under this arrangement, every eligible PwD would receive at least a prescribed minimum amount regardless of where he or she resides. States would remain free to provide additional top-up benefits according to their own fiscal capacity.
This approach would transform disability pensions from a matter of charity or political discretion into a citizenship-based entitlement. It would also improve portability, reduce interstate disparities, and create greater transparency in welfare delivery.
Fiscal Viability of the Proposal
Critics often raise concerns regarding affordability, but the proposal appears fiscally manageable. An MUDPFR of ₹8,000 per month for about 40 lakh beneficiaries would cost roughly ₹38,400 crore annually, amounting to only 0.08% of GDP.
Even a pension of ₹15,000 per month would require less than 0.2% of GDP.
When compared with major government expenditures such as food subsidies, rural development spending, and various tax concessions, the resources required for a meaningful disability pension remain relatively modest.
Global Experiences
International examples demonstrate that a national disability pension floor is both feasible and effective. South Africa provides a uniform disability grant through the South African Social Security Agency (SASSA). Brazil's Benefício de Prestação Continuada (BPC) guarantees a national minimum income to eligible disabled citizens. Australia, through the National Disability Insurance Agency (NDIA), operates a nationwide disability support system that combines financial assistance with broader social services.
These experiences show that centrally determined standards can improve uniformity, universality, portability, and administrative efficiency.
Need for Institutional Reform
At present, disability pension administration is divided between the Ministry of Rural Development and the Department of Empowerment of Persons with Disabilities. This fragmented arrangement often results in duplication, delays, and diffused accountability.
Many experts therefore advocate the creation of a National Disability Pension Authority. Such an institution could maintain a national registry of beneficiaries, standardise eligibility norms, ensure portability across states, establish an effective grievance redress mechanism, and monitor implementation performance.
The broader objective would be to create one standard, one system, and one nation in disability pension administration.
Linking Pensions with Employment
A pension floor alone cannot ensure complete inclusion. Persons with disabilities must also be provided opportunities for education, skilling, and employment.
Existing initiatives such as PM-DAKSH, the National Apprenticeship Promotion Scheme (NAPS), and other employment-support programmes can be strengthened to improve economic participation.
International experience from countries such as the United Kingdom, Australia, Singapore, South Korea, and Brazil demonstrates that integrating disability pensions with employment support yields far better outcomes than treating pensions as standalone welfare measures.
International Commitments
Implementing MUDPFR would also strengthen India's compliance with important international obligations. It would give practical effect to Article 28 of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), support ILO Recommendation No. 202 on Social Protection Floors, advance Sustainable Development Goal (SDG) 1.3 relating to universal social protection, and reinforce the commitments made in the G20 New Delhi Leaders' Declaration regarding inclusive growth.
Conclusion
The debate over disability pensions is ultimately a debate about equality, dignity, and citizenship. India has already demonstrated its capacity to build large-scale digital welfare systems and deliver benefits to millions of people. Extending the same commitment to Persons with Disabilities through a Minimum Universal Disability Pension Floor Rate would help create a more equitable, transparent, and constitutionally grounded social protection framework. Such a reform would not only improve the lives of millions of citizens but would also contribute to inclusive economic development and strengthen public trust in democratic governance.
