The Union Labour Ministry of India recently highlighted the significant expansion of social protection in the country, rising from just 19% in 2015 to over 64% in 2025. This development was showcased at a conclave of the International Social Security Association (ISSA) held in Kuala Lumpur. The ISSA meeting provided an international platform for discussing best practices in social security and the importance of expanding these programs to ensure economic stability and social well-being for populations worldwide.
The ISSA is the principal international organization for social security institutions, governments, and departments. It plays a critical role in promoting social security systems worldwide through professional guidelines, expert knowledge, and support to its member countries.
Founded: 1927 under the auspices of the International Labour Organization (ILO).
Headquarters: Geneva, Switzerland.
Member Countries: The ISSA includes countries from all over the world, with each member benefiting from the association's guidelines, research, and support.
Purpose: The primary goal of the ISSA is to promote excellence in the administration of social security programs. This includes enhancing the efficiency and reach of social protection systems, helping countries design effective welfare programs to protect vulnerable populations.
The ISSA operates under a structured governance system to guide its global activities and initiatives:

Role: It is the highest statutory body of the ISSA.
Members: Composed of all directly represented member countries.
Meetings: Held every three years to set the overarching goals and strategies for the organization.
Council:
Role: Acts as the electoral body of the ISSA.

At the ISSA conclave in Kuala Lumpur, India’s progress in expanding social protection coverage was highlighted. The country has made remarkable strides in increasing the coverage of social security programs for its citizens:
Social Protection Coverage:
In 2015, India’s social protection coverage was a modest 19%.
By 2025, India is expected to have expanded this coverage to over 64%, showcasing significant improvements in the country's welfare programs and social security infrastructure.
Focus Areas: India's social protection efforts primarily focus on:
Healthcare.
Pension schemes for the elderly.
Disability support.
Insurance programs for low-income households.
The expansion of social protection programs in India is particularly important as it aims to cover large sections of the population, especially in the informal sector, which has historically been underserved in terms of social benefits.
Social security systems are crucial for providing economic security to individuals and families, especially in times of unemployment, health crises, disability, or old age. The ISSA helps guide countries in building these systems, ensuring that they are sustainable, effective, and equitable.
The International Social Security Association (ISSA) plays a vital role in advancing social protection systems worldwide. India’s achievements in expanding its social protection coverage from 19% in 2015 to over 64% in 2025 underscore the country’s commitment to ensuring that its population has access to social security and economic safety nets.
