A recent study conducted in South Africa has found that certain protective HLA-B alleles, which previously helped individuals survive HIV/AIDS and reduced the transmission of the virus before the widespread availability of Antiretroviral Therapy (ART), are no longer undergoing the same degree of natural selection. The study suggests that the extensive use of ART has significantly slowed this genetic shift, as medical treatment has reduced the survival advantage once conferred by these protective alleles.

What is an Allele?

An allele is a variant or alternative form of a gene. Genes occupy specific positions, known as loci (singular: locus), on chromosomes. At a particular genetic locus, different versions of the same gene may exist, and these different versions are called alleles.

Alleles are responsible for the variation in inherited characteristics among individuals. They influence how specific traits are expressed and contribute to the genetic diversity observed within a population.

Alleles in Humans

Humans are diploid organisms, meaning that they possess two copies of each chromosome, one inherited from the mother and the other from the father. Consequently, every individual generally carries two alleles for each gene, with one allele inherited from each parent.

The combination of these two alleles constitutes the genotype of a particular gene and determines how that trait may be expressed.

Homozygous and Heterozygous Conditions

When an individual possesses two identical alleles for a gene, the condition is known as homozygous. In contrast, when the two alleles are different, the individual is described as heterozygous.

The interaction between these alleles determines how a trait is manifested in the organism.

Role of Alleles in Phenotype Expression

Alleles contribute to an organism’s phenotype, which refers to its observable characteristics or outward appearance. These characteristics may include traits such as eye colour, hair colour, blood group, or susceptibility to certain diseases.

In many cases, one allele may be dominant, while the other is recessive. When an individual carries one dominant and one recessive allele, the dominant allele generally determines the phenotype.

For example, in the case of hair colour, the allele for dark hair is often dominant over the allele for light hair. Therefore, a child will typically have dark hair if at least one dominant allele is inherited. Light hair may be expressed only when both inherited alleles are recessive.

Importance of Alleles in Genetic Diversity

Alleles play a crucial role in maintaining genetic diversity, which is essential for the survival and adaptation of species. The presence of multiple alleles within a population ensures that offspring inherit a unique combination of traits from their parents.

This diversity enhances a population’s ability to adapt to changing environmental conditions and resist diseases, thereby contributing to long-term evolutionary success.

According to a recent survey conducted by Indian Institute of Management Ahmedabad (IIM Ahmedabad), the SVAMITVA Scheme is emerging as a powerful instrument for the formalisation of rural residential property ownership. The study highlights that the scheme is improving the financial position of Gram Panchayats, reducing property-related disputes, and contributing positively to the rural economy.

About SVAMITVA Scheme

The SVAMITVA Scheme (Survey of Villages and Mapping with Improvised Technology in Village Areas) is a Central Sector Scheme of the Ministry of Panchayati Raj. It was launched across the country on 24 April 2021, the occasion of National Panchayati Raj Day, following the successful completion of its pilot phase during 2020–21 in nine states.

The scheme seeks to empower rural residents by providing them with legal ownership records of their residential properties. Through the issuance of Property Cards (Title Deeds), rural households gain formal recognition of ownership, enabling them to access institutional credit, resolve disputes, and participate more effectively in local development planning.

How the Scheme Works

The scheme uses drone technology to conduct detailed surveys of inhabited village areas, commonly known as Abadi areas. These surveys generate high-resolution and accurate maps, which are then used to establish ownership records for residential properties.

Based on the mapping process, property owners are provided with a Record of Rights, commonly known as a Property Card, which serves as an official document recognising ownership of the property.

The mapping exercise is being carried out in a phased manner across the country, ensuring systematic coverage of rural settlements.

Objectives of the Scheme

A major objective of the SVAMITVA Scheme is to bring financial stability to rural citizens by transforming residential property into a recognised economic asset. With formal ownership records, villagers can use their property as collateral for obtaining loans and accessing other financial services.

The scheme also aims to create accurate land records, which are essential for effective rural planning and governance. Reliable property records facilitate the assessment and collection of property taxes, thereby strengthening the financial resources of Gram Panchayats and enhancing local self-governance.

Another important objective is the creation of GIS-based maps and survey infrastructure, which can be used by various government departments for planning and development purposes. These maps also support the preparation of more effective Gram Panchayat Development Plans (GPDPs).

In addition, the scheme seeks to reduce property-related disputes and litigation, a common issue in rural areas due to the absence of clear ownership records.

Eligibility and Coverage

The scheme is applicable to individuals who own property in rural inhabited (Abadi) areas. However, it is important to note that agricultural land is not covered under the scheme. The focus remains exclusively on residential properties located within village settlements.

Implementation Mechanism

The Survey of India (SoI) is the primary implementing agency for the scheme, while National Informatics Centre Services Incorporated (NICSI) serves as the technology partner.

At the state level, the Revenue Department or Land Records Department acts as the nodal agency and implements the scheme in coordination with the State Panchayati Raj Department.

Significance of the Scheme

The SVAMITVA Scheme represents a major reform in rural governance and property administration. By providing legal ownership documents, it promotes financial inclusion, improves access to institutional credit, and enhances the economic security of rural households.

The scheme also strengthens local governance by improving revenue generation through property taxation and enabling evidence-based planning using GIS technology. Furthermore, it contributes to the goals of Digital India, good governance, and rural empowerment by modernising land record management.

They have sought its inclusion and wider availability under the National Policy for Rare Diseases (NPRD) to make treatment more affordable and accessible.

What is Spinal Muscular Atrophy (SMA)?

Spinal Muscular Atrophy is a rare, inherited, and progressive neuromuscular disorder that affects the body's ability to control voluntary muscle movement. The disease causes gradual weakening and wasting of muscles, leading to severe physical disability and, in some cases, life-threatening complications.

It primarily affects motor neurons, which are specialized nerve cells located in the spinal cord and brainstem that control muscle movement. As these neurons degenerate and die, muscles receive fewer signals from the nervous system, resulting in progressive muscle weakness.

Cause of Spinal Muscular Atrophy

The majority of SMA cases are caused by mutations in the Survival Motor Neuron 1 (SMN1) gene, located on Chromosome 5. This gene is responsible for producing the SMN protein, which is essential for the survival and proper functioning of motor neurons.

When the gene is defective or absent, the body cannot produce sufficient quantities of the SMN protein. As a result, motor neurons gradually deteriorate, leading to muscle weakness and loss of movement.

Types of Spinal Muscular Atrophy

Healthcare professionals classify SMA into five major types—Type 0, Type 1, Type 2, Type 3, and Type 4. The classification is based on the age at which symptoms first appear, as well as the severity of the condition and expected life expectancy.

Type 0 is the most severe form and begins before birth, whereas Type 1 appears during infancy and is associated with significant motor impairment. Types 2 and 3 generally appear during childhood and vary in severity. Type 4 is the mildest form and usually develops during adulthood.

Symptoms of SMA

The symptoms of Spinal Muscular Atrophy can range from mild to severe depending on the type of the disease. The most common feature is progressive muscle weakness, particularly in muscles located closer to the centre of the body, such as those of the shoulders, hips, thighs, and upper arms.

Affected individuals may experience difficulty in sitting, standing, walking, swallowing, or breathing. As the disease progresses, muscle wasting becomes more pronounced, reducing mobility and independence.

Treatment and Management

At present, there is no permanent cure for Spinal Muscular Atrophy. Treatment primarily focuses on slowing disease progression, managing symptoms, improving quality of life, and preventing complications.

One of the important medicines used in treatment is Risdiplam, which helps increase the production of the SMN protein. Other supportive measures include physiotherapy, respiratory care, nutritional support, and rehabilitation services.

National Policy for Rare Diseases (NPRD)

The issue has gained importance in the context of the National Policy for Rare Diseases, which aims to improve diagnosis, treatment, and support for patients suffering from rare diseases in India. Since SMA treatment is often extremely expensive, patients and advocacy groups are seeking wider access to affordable generic medicines through government support mechanisms.

Significance for Public Health

Although SMA is classified as a rare disease, it poses significant challenges due to the high cost of treatment and the lifelong care required by patients. Improving access to medicines, strengthening rare disease registries, and expanding financial assistance can help reduce the burden on affected families and improve health outcomes.

Exercise CINBAX-II is a bilateral military exercise conducted between the Indian Army and the Cambodian Army. The second edition of the exercise is being held in Kampong Speu Province, Cambodia.

The exercise is designed to strengthen military-to-military cooperation and improve the ability of both armies to operate together in challenging operational environments.

Participating Contingents

The Indian contingent consists of 120 personnel, primarily drawn from a battalion of the Maratha Light Infantry Regiment. The participation of a dedicated infantry battalion enables realistic field-level training and enhances professional interaction between the troops of both countries.

Operational Framework

The exercise is being conducted under the framework of Chapter VII of the United Nations Charter, which authorises collective action to maintain or restore international peace and security. The training focuses on company-level joint operations in sub-conventional environments, where threats often arise from non-state actors rather than conventional military forces.

The exercise is structured to simulate conditions commonly encountered during United Nations peacekeeping missions, thereby preparing soldiers for multinational operations in conflict-prone regions.

Focus Areas of the Exercise

A major focus of Exercise CINBAX-II is enhancing interoperability, coordination, and operational synergy between the Indian and Cambodian armies. The exercise provides an opportunity to exchange best practices, tactical procedures, and operational experiences gained in diverse operational theatres.

Special emphasis is being placed on counter-terrorism operations and conducting missions in semi-urban environments, where military forces must deal with complex security challenges while minimizing civilian casualties. The training scenarios are aligned with real-world situations often faced during UN peacekeeping operations.

The exercise highlights the strengthening of India–Cambodia defence relations and reflects India’s growing engagement with countries in the Indo-Pacific region. Through such military exchanges, both nations enhance mutual trust, improve defence cooperation, and develop a shared understanding of contemporary security challenges.

For India, the exercise also aligns with its broader Act East Policy, which seeks to deepen strategic, economic, and security ties with Southeast Asian countries. Strengthened defence partnerships contribute to regional stability and reinforce India's role as a responsible security partner in the region.
