Recently, the Global Forest Goals Report 2026 was launched during the 21st Session of the United Nations Forum on Forests (UNFF). The report reviewed global progress towards sustainable forest management and assessed the implementation of internationally agreed forest-related goals.

About the United Nations Forum on Forests (UNFF)

The United Nations Forum on Forests (UNFF) is a high-level intergovernmental body dedicated to promoting the sustainable management, conservation, and development of all types of forests across the world.

It was established in 2000 by the United Nations Economic and Social Council (ECOSOC) as part of the United Nations’ efforts to strengthen international cooperation on forest-related issues. The creation of UNFF reflected growing global recognition that forests are essential for environmental sustainability, economic development, and human well-being.

The Forum serves as the principal international platform where countries discuss forest policies, exchange experiences, and coordinate actions to address global forest challenges.

Its headquarters are located in New York City, United States.

Objectives of the UNFF

The primary objective of the UNFF is to promote Sustainable Forest Management (SFM) worldwide.

Sustainable Forest Management refers to the stewardship and use of forests in a way that maintains their biodiversity, productivity, regeneration capacity, and ecological functions while meeting present and future social, economic, and environmental needs.

The Forum seeks to ensure that forests continue to provide critical ecosystem services such as carbon sequestration, water regulation, soil conservation, biodiversity protection, and livelihood support.

Mandate of the UNFF

The mandate of the UNFF extends beyond forest conservation and encompasses a broad range of policy, institutional, and cooperative functions.

One of its key responsibilities is to strengthen long-term political commitment towards sustainable forest management at national, regional, and global levels.

The Forum facilitates policy dialogue among governments, international organizations, indigenous communities, civil society groups, scientists, and other stakeholders involved in forest governance. Such discussions help countries share experiences and develop coordinated responses to emerging forest-related challenges.

The UNFF also promotes international cooperation by encouraging financial assistance, technical support, capacity building, and technology transfer, particularly for developing countries that face resource constraints in managing forest ecosystems.

Another important aspect of its mandate is to examine future options for global forest governance, including the development of international legal and institutional frameworks aimed at strengthening forest protection and sustainable use.

Membership and Participation

The UNFF has a universal membership structure.

All United Nations Member States and states that are members of specialized UN agencies participate in the Forum on a full and equal basis. This broad participation ensures that decisions and recommendations reflect diverse regional perspectives and development priorities.

India is a founding member of the Forum and has consistently played an active role in shaping global forest policy. India frequently emphasizes the importance of balancing forest conservation with sustainable livelihoods, climate action, and developmental needs.

Functioning of the Forum

The Forum convenes annual sessions at the United Nations Headquarters in New York.

Its meetings follow a unique alternating structure.

In odd-numbered years, the sessions primarily focus on technical discussions, scientific assessments, implementation reviews, and progress monitoring related to forest management.

In even-numbered years, the Forum holds high-level policy dialogues where ministers and senior government representatives discuss strategic directions, political commitments, and future priorities concerning global forests.

This arrangement helps ensure that scientific and technical findings are effectively translated into policy decisions and practical actions.

Global Forest Financing Facilitation Network (GFFFN)

To address one of the major challenges in forest conservation—namely, inadequate financing—the UNFF established the Global Forest Financing Facilitation Network (GFFFN).

The GFFFN serves as a specialized mechanism designed to help countries access financial resources for forest-related projects and programmes.

It supports member countries by identifying funding opportunities, strengthening project preparation capacities, facilitating partnerships, and promoting knowledge-sharing on successful financing models.

The Network also assists governments in making effective use of available resources by sharing best practices, technical expertise, and innovative approaches to sustainable forest management.

Through these efforts, the GFFFN seeks to bridge the financing gap that often hampers forest conservation initiatives, particularly in developing countries.

Importance of Forests in Global Sustainable Development

Forests are among the most valuable natural resources on Earth and play a central role in achieving multiple global development goals.

They act as major carbon sinks, absorbing significant amounts of atmospheric carbon dioxide and helping mitigate climate change. Forest ecosystems also support an extraordinary range of biodiversity, providing habitats for millions of plant and animal species.

In addition, forests contribute to water security, soil fertility, disaster risk reduction, and sustainable livelihoods for hundreds of millions of people worldwide.

Recognizing these contributions, the UNFF works to ensure that forest management is integrated into broader global agendas, including climate action, biodiversity conservation, and sustainable development.

Global Forest Goals

A major focus of the UNFF is the implementation of the Global Forest Goals, which provide a shared framework for enhancing forest conservation and sustainable use worldwide.

These goals aim to reverse forest loss, increase forest cover, improve forest-based economic and social benefits, mobilize financial resources for sustainable forest management, and strengthen international cooperation.

The Global Forest Goals Report 2026, launched during the Forum's 21st session, evaluates progress made by countries toward achieving these objectives and identifies areas requiring greater attention and investment.

India and the UNFF

India has consistently advocated for a balanced and inclusive approach to forest governance within the UNFF framework.

The country emphasizes community participation, sustainable livelihoods, afforestation, ecosystem restoration, and climate-resilient forest management. Through initiatives such as the Green India Mission, India has sought to enhance forest cover while contributing to climate mitigation and biodiversity conservation.

India also supports international cooperation on forest financing, technology transfer, and capacity building to help developing countries achieve sustainable forest management objectives.

Conclusion

The United Nations Forum on Forests (UNFF) serves as the principal global platform for promoting sustainable forest management, strengthening international cooperation, and guiding forest-related policymaking. Established by ECOSOC in 2000, the Forum brings together all UN member states to address challenges such as deforestation, biodiversity loss, climate change, and inadequate forest financing. Through initiatives like the Global Forest Financing Facilitation Network (GFFFN) and the implementation of the Global Forest Goals, the UNFF plays a crucial role in ensuring that forests continue to support environmental sustainability, economic development, and human well-being across the globe.
