These developments have intensified concerns over digital sovereignty, highlighting the need for greater technological self-reliance, secure digital infrastructure, and indigenous innovation.

Understanding Technological Sovereignty

Meaning and Importance

Technological sovereignty refers to a nation's ability to develop, control, secure, and independently manage its critical digital technologies, infrastructure, and data without excessive reliance on foreign entities.

In the twenty-first century, technology, digital infrastructure, and data have become central to national power, with economic activity, governance, communication, defence, and public services increasingly dependent on digital systems. Consequently, technological capability has become an essential pillar of economic resilience, national security, and strategic autonomy.

Risks of Dependence on Foreign Technology

Threat to National Security and Governance

Dependence on foreign digital infrastructure creates serious risks for national security, governance, and economic stability.

Critical digital systems such as cloud platforms, authentication systems, communication networks, software services, and digital infrastructure are often owned and controlled by overseas corporations operating under foreign legal jurisdictions. As a result, India's access to essential digital services may be influenced by decisions taken outside the country.

Even when data is physically stored within India, effective control over the technology and software may continue to remain with foreign companies. Such dependence can disrupt government functioning, manufacturing, financial services, businesses, and critical public infrastructure, making digital dependence a significant strategic vulnerability.

Defence and Strategic Vulnerabilities

Software-Driven Modern Warfare

Modern warfare is increasingly software-defined, making control over software systems as important as ownership of military hardware. Advanced fighter aircraft, missile systems, surveillance platforms, radar networks, and communication systems rely heavily on sophisticated software that often remains under the control of foreign manufacturers.

During periods of conflict, such dependence can restrict operational flexibility, delay military responses, or compromise strategic autonomy.

The restricted access to GPS during the Kargil conflict remains an important reminder of how dependence on foreign technology can create serious vulnerabilities during national emergencies. As defence technologies become increasingly digital, technological self-reliance has become indispensable for national security.

Global Movement Towards Technological Sovereignty

International Efforts

The pursuit of technological sovereignty has emerged as a global trend rather than an exclusively Indian concern. France is developing sovereign communication platforms, while several European countries are exploring domestic alternatives to widely used foreign digital services.

The European Union is investing in independent cloud infrastructure and digital ecosystems, and countries such as Türkiye are also reducing their dependence on foreign technologies.

These initiatives reflect the growing recognition that technological control is closely linked with economic resilience, national security, and political independence.

India's Unique Strategic Challenge

Need for Strategic Autonomy

India's challenge is particularly significant because of its emergence as a major global power. According to Power Transition Theory, established powers often attempt to constrain the rise of emerging competitors.

As India's economic, technological, and geopolitical influence expands, dependence on foreign technologies could become an instrument of external strategic pressure.

Therefore, maintaining strategic autonomy requires greater control over critical technologies, digital infrastructure, and innovation ecosystems. Building indigenous technological capabilities is essential not only for sustained economic growth but also for preserving India's independent decision-making capacity in an increasingly competitive international order.

Pathways Towards Technological Sovereignty

Strengthening Indigenous Technological Capacity

Achieving technological sovereignty requires sustained investment in semiconductors, cloud infrastructure, indigenous software, digital platforms, and emerging technologies. India's successful initiatives such as UPI and RuPay demonstrate that foreign technological dependence can be reduced through innovation, institutional support, and policy commitment.

Greater participation of the private sector in defence manufacturing and advanced technology development can significantly accelerate innovation. A collaborative framework involving government support, research funding, technology incubation, and assured procurement can strengthen domestic technological capabilities. Recent initiatives such as the Advanced Medium Combat Aircraft (AMCA) programme indicate positive progress towards indigenous defence technology.

Strategic International Partnerships

Technological sovereignty does not imply technological isolation. Strategic international partnerships remain equally important in strengthening domestic capabilities while reducing dependence on any single country. Collaborative initiatives such as the BrahMos missile programme, Micron Technology's semiconductor investments, and participation in initiatives like Pax Silica demonstrate how trusted partnerships can support technological advancement while safeguarding national interests.

Need to Bridge the Research and Development Gap

Strengthening India's Innovation Ecosystem

The most critical requirement for achieving technological sovereignty is a substantial increase in Research and Development (R&D) investment. India's expenditure on R&D remains significantly below the global average, limiting its capacity to innovate and compete in advanced technological sectors.

Sustained investment in scientific research, artificial intelligence, semiconductor technology, electronics, quantum technologies, cybersecurity, and defence innovation is essential for long-term technological competitiveness.

Without a robust innovation ecosystem, India's aspiration for technological sovereignty will remain incomplete. Strengthening R&D capabilities is therefore fundamental for ensuring economic progress, technological leadership, national security, and strategic resilience.

Conclusion

In the digital age, technological sovereignty has become a defining pillar of modern statecraft. Excessive dependence on foreign-controlled technologies exposes India to significant economic, political, and national security risks that may undermine its strategic interests.

Strengthening indigenous technological capabilities, expanding research and development, encouraging private-sector innovation, and pursuing trusted international partnerships together offer a sustainable pathway towards achieving digital self-reliance, strategic autonomy, and long-term technological leadership.
