Recently, the Government of India appointed a new Chairperson and three Members to the National Statistical Commission (NSC), strengthening the country's apex advisory body responsible for improving the quality, credibility, and coordination of India's official statistical system.

About National Statistical Commission (NSC)

Establishment

  • The National Statistical Commission (NSC) was established in 2005 based on the recommendations of the Rangarajan Commission (2000).

  • It was created to strengthen India's statistical system by ensuring that official statistics are reliable, transparent, independent, and internationally comparable.

  • The Commission serves as the apex advisory body for all major statistical activities in the country and works towards maintaining the credibility and integrity of official data.

Mandate

The primary mandate of the National Statistical Commission is to function as the nodal body for all core statistical activities in India.

It is responsible for evolving, monitoring, and enforcing national statistical priorities, standards, and methodologies, while ensuring effective coordination among different statistical agencies functioning at the Central and State levels. The Commission also promotes the adoption of internationally accepted statistical practices to improve the quality of official statistics.

Composition

  • The National Statistical Commission consists of a Part-Time Chairperson and four Part-Time Members, who are selected based on their expertise and experience in the field of statistics, economics, social sciences, or public administration.

  • The Chief Executive Officer (CEO) of NITI Aayog serves as an Ex-officio Member of the Commission.

  • The Chief Statistician of India (CSI) functions as the Secretary of the Commission. The Chief Statistician is also the Secretary to the Ministry of Statistics and Programme Implementation (MoSPI), ensuring coordination between the Commission and the Government.

Functions of the National Statistical Commission

Identification of Core Statistics

The Commission identifies core statistics that are of national importance and essential for measuring the country's economic, social, demographic, and developmental progress. These statistics form the basis for evidence-based policymaking and planning.

Formulation of Statistical Policies

The Commission formulates national statistical policies and determines priorities for strengthening India's statistical system. It ensures that data collection remains relevant to emerging policy needs and developmental challenges.

Standardisation of Statistical Methods

The Commission develops uniform statistical concepts, definitions, classifications, methodologies, and quality standards to ensure consistency and comparability of data across different ministries, departments, and states.

This standardisation improves the reliability and credibility of official statistics.

Coordination of Statistical Activities

The Commission promotes coordination among various Central and State statistical agencies to avoid duplication, improve efficiency, and ensure the production of harmonised national statistics.

Collection and Dissemination of Data

The Commission formulates national strategies for the collection, compilation, tabulation, analysis, and dissemination of core statistics. It also recommends the release calendar for important statistical datasets to ensure timely availability of official data.

Constitution of Expert Committees

The Commission has the authority to establish professional committees, expert groups, and working groups to examine specialised statistical issues, recommend methodological improvements, and provide technical advice.

Importance of the National Statistical Commission

The National Statistical Commission plays a crucial role in ensuring that India's official statistics remain credible, transparent, accurate, and independent. Reliable statistical data supports economic planning, budget formulation, poverty estimation, employment measurement, inflation analysis, and monitoring of Sustainable Development Goals (SDGs).

Related Organisation

The Ministry of Statistics and Programme Implementation (MoSPI) is the nodal ministry responsible for implementing statistical policies and conducting major national surveys. It functions in close coordination with the National Statistical Commission.

The Chief Statistician of India (CSI) heads the National Statistical Office (NSO) and also serves as the Secretary of the National Statistical Commission.
