About National Biodiversity Authority (NBA)

The National Biodiversity Authority is a statutory body established under the Biological Diversity Act. It was formally set up in the year 2003 to implement the provisions of the Act. The headquarters of the authority is located in Chennai, Tamil Nadu. NBA serves as the central institution for regulating and promoting biodiversity conservation in India.

Functions of NBA

The NBA performs a range of facilitative, regulatory, and advisory functions for the Government of India. Its primary role is to ensure the conservation of biodiversity, promote the sustainable use of biological resources, and facilitate the fair and equitable sharing of benefits arising from the use of these resources. This includes granting approvals for access to biological resources and associated knowledge. NBA acts as the main authority ensuring that biodiversity resources are used responsibly and equitably.

Composition of NBA

The National Biodiversity Authority is headed by a Chairperson, who is an eminent expert with experience in biodiversity conservation and sustainable resource use. In addition, it comprises ten ex-officio members, who are senior representatives from various government ministries, ensuring coordination at the policy level. It also includes five non-official members, who are experts from diverse fields related to biodiversity. The important point is that the composition ensures a balance between government representation and independent expertise.

Administrative Structure

The administrative framework of biodiversity governance in India is multi-layered. At the state level, State Biodiversity Boards (SBBs) function to regulate access to biological resources within their jurisdictions. At the grassroots level, Biodiversity Management Committees (BMCs) are established in local bodies such as villages and panchayats. These committees are responsible for promoting local conservation efforts and documentation of biodiversity. this decentralized structure ensures participation from national to local levels.

Conclusion

In conclusion, the National Biodiversity Authority plays a crucial role in safeguarding India’s rich biological diversity through regulation, policy guidance, and community involvement. The launch of the internship programme reflects its effort to engage the younger generation in conservation activities. effective biodiversity governance in India relies on a strong institutional framework supported by awareness, research, and public participation.
