Logistics Port Performance Index (LPPI)

The Union Ministry of Ports, Shipping and Waterways (MoPSW) recently launched the Logistics Port Performance Index (LPPI) for FY 2024–25 along with four major digital initiatives aimed at improving efficiency, transparency, and competitiveness in India's maritime sector.

About the Logistics Port Performance Index (LPPI)

The Logistics Port Performance Index (LPPI) has been developed under the Sagar Aankalan framework as a national benchmarking mechanism to evaluate and enhance the operational performance of Indian ports.

The index seeks to promote efficiency, competitiveness, and continuous improvement in port operations, thereby strengthening India's logistics ecosystem and maritime trade capabilities.

Parameters of Assessment

The LPPI assesses port performance across three major cargo segments:

• Dry Bulk Cargo

• Liquid Bulk Cargo

• Container Cargo

The evaluation is based on several operational indicators, including:

• Cargo handled

• Vessel turnaround time

• Berth idle time

• Pre-berthing waiting time

• Container dwell time

• Ship berth-day output

The framework gives equal weightage to absolute performance and year-on-year improvement, encouraging ports not only to perform well but also to maintain continuous operational enhancements.

Alignment with National Initiatives

The LPPI supports the objectives of major national programmes, including:

• PM Gati Shakti National Master Plan

• Maritime India Vision 2030

• Maritime Amrit Kaal Vision 2047

Through improved efficiency and global competitiveness, the index aims to strengthen India's position as a major maritime and logistics hub.

Highlights of LPPI 2024–25

Dry Bulk Cargo Category

The Paradip Port Authority secured the top position in the Dry Bulk Cargo category among ports handling more than 5 million tonnes, reflecting its operational excellence and cargo-handling capabilities.

Liquid Bulk Cargo Category

The Sikka Port and Terminals emerged as the leading performer in the Liquid Bulk Cargo segment.

Container Cargo Category

Mundra Port was ranked as the best-performing port in the Container Cargo category for ports handling more than 0.5 million TEUs (Twenty-foot Equivalent Units).

Among the major ports, the Jawaharlal Nehru Port Authority (JNPA) secured the second position in the same category, highlighting its importance as India's leading container gateway.

Other Digital Initiatives Launched

24×7 Grievance Redressal Module

A 24×7 Grievance Redressal Module was introduced under the e-Navik platform to ensure faster resolution of issues faced by stakeholders in the maritime sector.

Ship Registration Module

A new Ship Registration Module was launched on the e-Samudra platform, simplifying and digitizing ship registration processes and improving ease of doing business.

Medical Practitioner Module

The Medical Practitioner Module aims to streamline medical certification and related services for seafarers through digital platforms.

Unified Ship Recycling Credit Note Module

The Unified Ship Recycling Credit Note Module was introduced as part of the Government's ₹70,000-crore maritime development package announced in 2025.

Under this scheme, ship owners who recycle their vessels at Hong Kong Convention-compliant Indian shipyards are eligible to receive a credit note equal to 40% of the vessel's scrap value. This credit can subsequently be utilized for new shipbuilding projects within India, thereby promoting sustainable ship recycling and strengthening domestic shipbuilding capacity.

Significance

The LPPI represents an important step towards data-driven governance and performance benchmarking in India's port sector. By encouraging operational efficiency, digital transformation, and continuous improvement, the index supports India's ambition of becoming a global maritime powerhouse and a leading logistics hub under the vision of Maritime Amrit Kaal 2047.
