Chapter 5: Enablers for Employment

Introduction

  • With a 10-year vision for youth development, the Ministry of Youth Affairs and Sports (MoYAS) released a draft National Youth Policy in April 2022. In line with the Sustainable Development Goals, the policy (SDGs).

The policy's five key areas of focus are:

  • Education
  • Employment and business ventures
  • leadership and development of youth
  • Fitness, health, and sports
  • Justice for all
  • Such organisations pursuing this goal include the National Cadet Corps (NCC), the National Service Scheme (NSS), and the Nehru Yuva Kendra Sangathan (NYKS).
  • Throughout the epidemic, young people suffered several mental health challenges such as academic stress, peer pressure, anxiety, depression, eating disorders, and learning difficulties.

Boosting Career Opportunities for Youth

  • The Hon. Prime Minister launched a recruitment campaign for 10 lakh employees through the "Rozgar Mela" in a mission mode to increase job prospects for youth. In October and November of 2022, respectively, 75,000 and 71,000 appointment letters were distributed.
  • The Hon. Prime Minister also highlighted "Karmayogi Prarambh" when launching the Karmayogi Bharat Technology Platform.
  • India, a global leader in innovation and entrepreneurship, offers a wealth of chances for its young people to explore and develop through Karamyogi Bharat, a Special Purpose Vehicle (SPV) under the administrative jurisdiction of the Department of Personnel and Training (DoPT). India came in at number 63 out of 190 economies in the 2020 World Bank Ease of Doing Business (EoDB) ranking.

Mission Karmayogi

  • The Capacity Building Commission (CBC) of the Government of India was established on April 1, 2021, with the goal of dramatically enhancing the Human Resource Management procedures in the Government by utilising cutting-edge infrastructure to increase the capacity of Civil Servants.
  • The project is known as Mission Karmayogi under the National Plan for Civil Services Capacity Building (NPCSCB) umbrella. The programme, which is the biggest capacity-building initiative ever, will eventually involve 1.5 crore government officials from India's national government, states, and local governments.
Various Initiative by the Government
  • The 'Swayam Prabha' initiative by the Government is aiding learners in rural locations to receive access to quality educational programming 24x7 through a set of 22 DTH channels.
  • With PM e-VIDYA, a project to offer multi-mode access to education by coordinating all efforts connected to digital/online/on-air education, 25 crore school-age children are being reached.
  • The All-India Council for Technical Education is implementing the National Education Alliance for Technology (NEAT), which was established by the Ministry of Education to act as a link between edtech companies, academic institutions, and students (AICTE).
  • Almost 10 lakh apprenticeship opportunities will be made available to young people through the Pradhan Mantri National Apprenticeship Mela in addition to the Rozgar Mela (PMNAM).
  • As part of the Skill India Mission, PMNAM is being held nationwide by the Ministry of Skill Development and Entrepreneurship (MSDE).
  • The "Agnipath" programme is a revolutionary reform that the government adopted to hire 46,000 young people as "Agniveers" for a four-year tenure.
  • Through the Start-up India initiative, the Directorate for Promotion of Industry and Internal Trade (DPIIT) has recognised 86,227 start-ups.
  • Due to the government's emphasis on economic growth, according to estimates from the Confederation of Indian Industries (CII) and EY, India has the potential to draw $475 billion in foreign direct investment (FDI) over the next five years.
Way Forward
  • The Government of India is working hard to solve the issues that India's youth are facing. But, the government cannot resolve all problems on its own; it is crucial that the commercial and nonprofit sectors participate equally.
  • The current COV1D-19 epidemic in China, the conflict in the Ukraine, and ongoing geopolitical issues are all serious world concerns.
  • Nonetheless, I am optimistic that India's G20 presidency in 2023, which will focus on the idea of "One Earth, One Family, One Future" (Vasudhaiva Kutumbakam), will bring together world leaders and contribute to a more peaceful and prosperous future for all. And youth will contribute in a truly extraordinary way.
