The Directorate General of Trade Remedies (DGTR), under the Ministry of Commerce and Industry, has initiated anti-dumping investigations into imports of key chemicals. These include ethyl chloroformate from China and hexamine from China, Russia, and the UAE, with the objective of protecting the domestic chemical industry from unfair trade practices.
What is Ethyl Chloroformate?
Ethyl chloroformate is a highly reactive organic compound and the ethyl ester of chloroformic acid. It is widely used as a versatile reagent in organic synthesis, especially in the pharmaceutical and agrochemical sectors.
When it undergoes hydrolysis (reaction with water), it breaks down into ethanol, carbon dioxide, and hydrochloric acid.
Key Applications
Pharmaceutical Industry: It is a crucial intermediate in drug synthesis, including modified penicillins.
Industrial Use: Acts as a PVC stabilizer and is used in manufacturing herbicides and insecticides.
Chemical Reactions: Helps in the activation of carboxylic acids, forming reactive intermediates for producing esters and amides.
Hazards
Highly Toxic: Harmful if inhaled or swallowed; may cause pulmonary edema (fluid in lungs).
Corrosive: Causes severe irritation to eyes, skin, and mucous membranes.
Flammable: Can form explosive mixtures with air, posing industrial risks.
What is Hexamine?
Hexamine is a white crystalline, highly soluble organic compound, produced from formaldehyde and ammonia.
Uses
Industrial Applications: Used in resins, plastics, rubber additives, and pharmaceuticals.
Fuel: Functions as a clean-burning fuel tablet.
Medical & Chemical Uses: Applied in medicine and organic synthesis, though it can be toxic and irritating.
What is Anti-Dumping Duty (ADD)?
Anti-Dumping Duty is a protectionist tariff imposed on imports that are priced below their fair market value, a practice known as dumping. Its main aim is to ensure fair competition and protect domestic industries.
Legal Framework
Governed by the World Trade Organization Anti-Dumping Agreement.
In India, investigations are conducted by DGTR, while the final decision on imposing duty is taken by the Ministry of Finance.
A de minimis dumping margin of 2% of export price is prescribed—no duty is imposed below this threshold.

Conclusion
The DGTR’s investigations reflect India’s effort to maintain fair trade practices and safeguard domestic industries. Chemicals like ethyl chloroformate and hexamine are strategically important for pharmaceuticals and manufacturing, making it essential to prevent unfairly priced imports from distorting the market
