About ICGS Achal

The Indian Coast Guard Ship (ICGS) Achal is a new-generation Adamya-class Fast Patrol Vessel (FPV) designed to undertake a variety of maritime security and law-enforcement missions. The vessel derives its name from the Sanskrit word "Achal," meaning "firm" or "steadfast," symbolising resilience and unwavering commitment in protecting the country's maritime frontiers.

ICGS Achal is the fifth vessel in a series of eight Fast Patrol Vessels being constructed by Goa Shipyard Limited (GSL) for the Indian Coast Guard. The project reflects India's growing emphasis on indigenisation in defence manufacturing under the vision of 'Aatmanirbhar Bharat'.

Features of ICGS Achal

Advanced Propulsion System

ICGS Achal is powered by two advanced diesel engines, each generating 3,000 kW of power. This robust propulsion system provides the vessel with the agility and speed required for rapid response during maritime operations.

Speed and Endurance

The vessel can attain a maximum speed of 27 knots, enabling it to swiftly intercept suspicious vessels and respond effectively to emergencies at sea. It also possesses an operational endurance of 1,500 nautical miles, allowing it to undertake extended patrols without frequent refuelling requirements.

Modern Integrated Technologies

The ship is equipped with a range of sophisticated systems that enhance operational efficiency and navigational safety. These include an Integrated Bridge System (IBS), which facilitates centralized navigation and control functions, an Integrated Machinery Control System (IMCS) for monitoring and managing onboard machinery, and an Automated Power Management System (APMS) to optimise power distribution and improve overall performance.

Indigenous Content

ICGS Achal has been built with approximately 60% indigenous content, demonstrating India's increasing capability in domestic shipbuilding and defence production. The vessel also possesses dual-class certification from the American Bureau of Shipping (ABS) and the Indian Register of Shipping (IRS), reflecting adherence to internationally recognised standards of safety and quality.

Functions of ICGS Achal

ICGS Achal has been designed as a multi-mission platform capable of performing a wide range of operational tasks.

One of its primary roles is maritime surveillance, which involves monitoring India's territorial waters and Exclusive Economic Zone (EEZ) to detect illegal activities and ensure maritime domain awareness.

The vessel will also undertake interdiction operations, aimed at intercepting and preventing activities such as smuggling, illegal fishing, and other maritime offences.

Another important responsibility of the ship is conducting Search and Rescue (SAR) operations. In cases of maritime distress, accidents, or natural disasters, the vessel can provide timely assistance and save lives at sea.

Additionally, ICGS Achal is equipped to participate in pollution response operations, thereby contributing to the protection and preservation of the marine environment.

Operational Deployment

Following its commissioning, ICGS Achal will be based at Vadinar in Gujarat. The vessel will function under the administrative and operational control of the Commander, Coast Guard Region (North West).

The awards are presented under the Incentivization of Panchayats (IoP) Scheme, which forms an important component of the Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA).

The performance of Panchayats is assessed on the basis of their achievements under nine Localization of Sustainable Development Goals themes.

The first theme is the Poverty-Free and Enhanced Livelihoods Panchayat, which focuses on reducing poverty and improving income-generating opportunities for rural households.

The Healthy Panchayat theme evaluates efforts made towards improving healthcare services, sanitation, nutrition, and overall well-being within the community.

The Child-Friendly Panchayat theme recognises initiatives aimed at ensuring the welfare, protection, education, and holistic development of children.

Under the Water-Sufficient Panchayat theme, Panchayats are assessed on their management of water resources and efforts to ensure adequate access to safe drinking water.

The Clean and Green Panchayat theme promotes environmental sustainability through waste management, afforestation, cleanliness drives, and climate-sensitive practices.

The Self-Sufficient Infrastructure in Panchayat theme measures the availability and quality of essential infrastructure required for socio-economic development.

They also reaffirmed their commitment to conclude the Comprehensive Economic Partnership Agreement (CEPA) by the end of 2026, signalling a renewed momentum in bilateral relations.

The newly established Canada–India Trade and Investment Forum is intended to serve as an important platform for enhancing interaction between the business communities of the two countries. It seeks to facilitate commercial partnerships, promote investment opportunities, and increase two-way engagement between industries.

A major outcome of the discussions was the decision to expedite negotiations on the Comprehensive Economic Partnership Agreement (CEPA). Both sides agreed to adopt a pragmatic approach, focusing initially on areas where consensus can be achieved more easily, often referred to as "low-hanging fruit." In May 2026, the two countries signed a Memorandum of Understanding (MoU) to develop secure and resilient critical mineral supply chains, in alignment with the G7 Critical Minerals Action Plan.

What is the Comprehensive Economic Partnership Agreement (CEPA)?

A Comprehensive Economic Partnership Agreement (CEPA) is a broad-based bilateral agreement that seeks to promote deeper economic integration between participating countries.

Unlike a conventional Free Trade Agreement (FTA), which primarily focuses on reducing or eliminating tariffs on goods, a CEPA adopts a more comprehensive approach. It encompasses not only trade in goods but also trade in services, investment promotion, competition policy, intellectual property rights (IPR), and regulatory cooperation.

From a geopolitical perspective, Canada has identified India as a key partner under its Indo-Pacific Strategy, recognising India's role in promoting a free, open, and rules-based regional order. Economically, the two countries exhibit a high degree of complementarity. Overview of India–Canada Relations

India and Canada share a long-standing relationship spanning more than 75 years of diplomatic engagement. In 2018, the relationship was elevated to the status of a Strategic Partnership, reflecting the growing importance both countries attach to bilateral cooperation.

In terms of merchandise trade, India enjoys a trade surplus. As of 2025, India's exports to Canada were valued at approximately USD 9.7 billion, while imports from Canada stood at around USD 3.9 billion.

In contrast, services trade strongly favours Canada, largely because of educational services associated with the large number of Indian students studying there. Canada's services exports to India were estimated at USD 15.2 billion, whereas India's services exports to Canada amounted to approximately USD 4.5 billion.

Canada primarily exports vegetables, mineral fuels and oils, wood pulp, fertilisers, and paper products to India. On the other hand, India's major exports to Canada include pharmaceutical products, machinery, electronics, precious stones and metals, and iron and steel products.

Role of the Indian Diaspora

The Indian diaspora in Canada, numbering more than 1.8 million people, constitutes nearly 4% of Canada's total population. This community serves as an important bridge between the two countries by strengthening economic linkages, cultural exchanges, and political engagement.

India also remains the largest source of international students in Canada. Educational exchanges not only foster people-to-people ties but also encourage research collaboration, knowledge transfer, and skill development.

Security Cooperation

Security cooperation between India and Canada is anchored in several institutional mechanisms.

The two countries established the Joint Working Group on Counter Terrorism in 1997, followed by the Framework for Cooperation on Countering Terrorism in 2018.

Their legal cooperation is further strengthened through the Extradition Treaty of 1987 and the Mutual Legal Assistance Treaty of 1994, which facilitate collaboration in criminal investigations and judicial proceedings.

Labeo kaage

Scientists from the PAGR Centre of the ICAR–National Bureau of Fish Genetic Resources (ICAR-NBFGR), Kochi, have recently discovered a new species of freshwater fish, named Labeo kaage, from the Shivanasamudra stretch of the Cauvery River basin in Mandya district, Karnataka. The discovery adds to the growing list of fish species identified from the ecologically rich river systems of the Western Ghats.

About Labeo kaage

Labeo kaage is a newly identified species of freshwater fish belonging to the genus Labeo, a group of carps widely distributed across South Asia.

The species was discovered in the Shivanasamudra stretch of the Cauvery River basin located in Mandya district of Karnataka. The Cauvery River, one of the major peninsular rivers of India, supports a rich diversity of freshwater fauna and serves as an important centre of endemism.

The specific epithet "kaage" has been derived from the Kannada word for "crow", referring to the fish's distinctive dark body coloration. Owing to this appearance, the fish is locally known as "kaage meenu" in Karnataka.

The discovery of Labeo kaage is particularly significant because it represents the latest addition to a series of dark-coloured Labeo species reported from the Western Ghats, one of the world's recognized biodiversity hotspots.

Recent Discoveries within the Labeo Group

The same team of researchers made two other important discoveries during 2025, further expanding scientific understanding of freshwater fish diversity in southern India.

They identified Labeo chekida from the Chalakkudy River in Kerala. This species is locally known as "kaka chekida," with the term kaka also referring to the bird crow, reflecting its dark pigmentation.

Another species, Labeo uru, was discovered from the Chandragiri River in Kerala. The species derives its name from the traditional wooden dhow known as the "Uru" of the Malabar Coast. The name was chosen because the fish possesses elongated, sail-like fins, resembling the structure of these historic vessels.

These discoveries collectively highlight the rich but still incompletely understood freshwater biodiversity of the Western Ghats river systems.

Resolution of the Labeo nigrescens Taxonomic Puzzle

Apart from identifying new species, the scientists also resolved a long-standing taxonomic uncertainty associated with Labeo nigrescens, commonly referred to as the "Dark Labeo."

This species was originally described in 1870, but its precise identity remained unclear for many decades, leading to confusion regarding the classification of several related dark-coloured species.

Through detailed scientific investigations, researchers successfully clarified the identity of Labeo nigrescens, thereby resolving an important taxonomic issue within the genus Labeo.

This development contributes significantly to the fields of fish taxonomy, systematics, and biodiversity conservation.

Significance of the Discovery

The discovery of Labeo kaage underscores the importance of continued scientific exploration of India's freshwater ecosystems, particularly within the Western Ghats.

It is responsible for the identification, documentation, conservation, and sustainable utilization of India's fish genetic resources.

The institute plays a crucial role in:

  • Fish taxonomy and systematics,

  • Genetic characterization of fish species,

  • Conservation of threatened aquatic biodiversity, and

Recently, Indonesia witnessed a spectacular "rainbow cloud" phenomenon, mesmerizing residents and attracting widespread attention on social media. The rare atmospheric display, characterized by brilliant pastel colours spreading across clouds, is scientifically known as cloud iridescence.

What are Rainbow Clouds?

The term "rainbow clouds" refers to the phenomenon of cloud iridescence, an optical effect that produces vibrant rainbow-like colours on clouds. Despite their popular name, these clouds are not true rainbows.

Cloud iridescence occurs when sunlight interacts with extremely small water droplets or tiny ice crystals suspended within clouds. Under suitable atmospheric conditions, this interaction separates sunlight into different colours, creating the beautiful patterns observed in the sky.

How does Cloud Iridescence Occur?

Cloud iridescence is primarily caused by the process of diffraction.

Diffraction refers to the bending and spreading of light waves when they encounter particles that are approximately similar in size to the wavelength of visible light.

When sunlight passes through clouds containing uniformly sized microscopic water droplets or ice crystals, the light is diffracted and separated into its constituent colours. This produces the characteristic pastel shades and iridescent patterns that resemble a rainbow.

Unlike a conventional rainbow, the colours formed through cloud iridescence often appear soft, uneven, and less structured.

Conditions Necessary for the Formation of Rainbow Clouds

Cloud iridescence occurs only when several atmospheric conditions align simultaneously.

Firstly, the cloud particles must be extremely small and nearly identical in size. Even slight variations in the size of water droplets or ice crystals can weaken the colours or prevent iridescence altogether.

Secondly, the clouds must be thin or semi-transparent, allowing sunlight to pass through them effectively.

Finally, the position of the Sun relative to the observer plays a crucial role. Since iridescence is strongly dependent on viewing geometry, only observers located at specific angles can witness the phenomenon.

Why is Cloud Iridescence Relatively Rare?

Rainbow clouds are considered relatively uncommon because they require a precise combination of atmospheric conditions.

The formation of uniformly sized droplets or ice crystals within clouds is itself unusual. In addition, the cloud layer must be sufficiently thin to permit sunlight transmission while simultaneously maintaining the appropriate particle characteristics.

Furthermore, the Sun's position and the observer's viewing angle must be favourable. If any of these conditions are absent, the colours either fail to develop or remain too faint to be noticed.

Consequently, cloud iridescence is an infrequent yet visually striking natural phenomenon.

Which Types of Clouds Produce Iridescence?

Cloud iridescence is most commonly observed in newly formed clouds and semi-transparent clouds, as these tend to contain droplets that are relatively uniform in size.

The phenomenon is frequently associated with:

  • Altocumulus clouds,

  • Cirrocumulus clouds,

  • Cirrus clouds, and

  • Lenticular clouds.

Among these, lenticular clouds are particularly renowned for producing spectacular iridescent displays.

Lenticular clouds form in stable atmospheric conditions, usually over mountainous regions, where smooth airflow encourages the development of highly uniform droplets. Their smooth, lens-like structure provides ideal conditions for the consistent interaction of sunlight with suspended particles.

Difference Between Rainbow Clouds and Traditional Rainbows

Although they appear similar, rainbow clouds and conventional rainbows are fundamentally different phenomena.

Traditional rainbows are formed when sunlight undergoes refraction, internal reflection, and dispersion within relatively large raindrops following rainfall.

In contrast, cloud iridescence arises mainly through diffraction and interference involving microscopic water droplets or ice crystals present within clouds.

Another important distinction is their appearance in the sky. Conventional rainbows typically form a distinct arc opposite the Sun, whereas iridescent clouds usually appear close to the Sun and display irregular patches of colour spread unevenly across the cloud surface.

Significance of Cloud Iridescence

Cloud iridescence provides an excellent example of the interaction between light and atmospheric particles, illustrating important principles of physical optics such as diffraction and interference.
